Army Commercial sits within Army, one of the four Front Line Commands (FLC) the others being Navy, Air and Strat Com. The Army Commercial Team� responsible for working closely with the British Army within their fast-paced Military Head Quarters to deliver innovative solutions to Defence requirements. We play a vital role in supporting Defence by contracting a diverse portfolio of requirements ranging in value and complexity from long term commitments in specialist capability areas to low value short term support contracts and sales contracts generating income and supporting wider Defence engagement priorities.
The Army Commercial Team comprises of around 106 qualified Commercial Officers ranging in grades who place around 200 contracts a year for around �240M worth of activity and manage �5bn worth of contracts. At Army Commercial you will work within a highly capable team who will support you to develop your skills, knowledge and experience, we employ dedicated people who challenge and operate outstanding practices.
Much of the equipment we purchase isn�t �off-the-shelf�, so a crucial part of the job is negotiating the details of the contracts we place, agreeing the terms of delivery. This outstanding mix of Procurement and Contract Management makes up the Commercial Function, and across the Function we work with customers, partners and professionals.
The successful candidate will have the opportunity to work on a high profile programme and procurement �actions spanning all stages of the procurement lifecycle for diverse requirements in support of the British Army.
The teams falling under Army Commercial are spread over 3 locations (Andover, Warminster and Northern Ireland). Andover will be your primary duty station. The role may be suitable for hybrid working, which is an informal, non-contractual and voluntary arrangement, blending a balance of attendance in the workplace and working from home as a personal choice. If you are successful, any opportunities for hybrid working will be discussed with you line manager.�

Job description
The Army Apprenticeship Programme (AAP) Commercial Officer role is embedded within the AAP team and supports the Head of Army Commercial in delivering AAP contracts to the Army. The AAP team is based at Army HQ in Andover and is responsible for the delivery of Apprenticeships and their associated End Point Assessments across Units both inside and outside the Army TLB. The AAP Army Commercial Sourcing team is responsible for the delivery of contracts on behalf of a wide cross section of army customers with a considerable range of value. It is anticipated that contracts will be awarded through a variety of contractual vehicles.
The AAP Commercial higher executive officer role within the Army Commercial Sourcing team will cover the development of a range of requirements for the AAP Team from their concept with the customer, through to awarding and managing the contracts. The role is expected to become the Subject Matter Expert and focal point for all aspects of the AAP for army commercial.
Whilst this job is physically located within Commercial Branch in Andover and will have Desk Officer responsibilities for a range of requirements both to award and manage AAP contracts, it is fully embedded within the AAP team and will undertake only commercial work related to the AAP.�

The key areas of responsibility include:
Management
Management of 1 x EO grade Commercial staff, taking a direct interest in their performance and encouraging development, innovation and continuous improvement. Establishing and maintaining positive working relationships between the AAP and Army Commercial teams. Provide proactive AAP customer engagement (via telephone, email and face to face) to understand their business and identify current and emerging requirements and provide strategies to manage them. To act as focal point for Army Commercial for guidance and advice on the AAP both to the AAP team and wider stakeholders and to act as lead SME in this area. Ensure all data required for planning and reporting is up-to-date and that the team fully understand the importance of accurate MI and the impact that this has on business decisions.Procure and Manage
Ensure all contracts and amendments are placed and payments made by CP&F and ensuring that Government Transparency policy is implemented through use of Contracts Finder where appropriate. To provide support and assistance to the Army Apprenticeships Programme team in the planning, production and execution of tender activity leading to the contractual arrangements for the delivery of apprenticeships and appointment of End-Point Assessment Organisations. Provide assurance that all commercial activity is conducted in accordance with current EU Procurement and Government procurement policy. Provide a reactive and resourceful response to emerging commercial issues and risks, often delivering crisis management/problem solving when required to the local team, commercial senior management, and the Army customer.Mandatory Skills / Experience:

Alongside your salary of �35,290, Ministry of Defence contributes �9,528 towards you being a member of the Civil Service Defined Benefit Pension scheme.
