Job summary

ESN will transform how our blue-light services respond to incidents, offering better mobile coverage, leading to faster response times. ESN will allow emergency service professionals to work together more efficiently and effectively when incidents and accidents occur by sharing data across the new digital network. The new network will be dynamic and will take advantage of new technology as it develops, making sure that those doing the vital job of protecting the public and saving lives get the best and most modern communications tools available.

ESMCP Commercial is divided into two professional teams, the Procurement team and the Contract Management team. This role will sit within the Procurement team and the primary responsibility for the role is to plan and execute the procurement of IT, goods and services that deliver value for money, are compliant with procurement law and policy, and demonstrate best commercial and procurement practice. You will be creating additional value, managing risk and delivering change across the full procurement lifecycle and portfolio of projects to deliver outputs and complex services to the Home Office and its Emergency Service User Organisations.

Understanding and influencing business strategy to deliver best commercial outcomes is a vital part of the role. At times, there may be a high degree of interdependence with the supplier, stakeholders and user groups. Therefore, building positive, strategic relationships with stakeholders, suppliers and users, is a critical aspect of the role and you will be the type of person who is not afraid to challenge the status quo.

Job description

The successful candidate will provide expert procurement advice to the Emergency Services Mobile Communication Programme. The role encompasses execution of tactical and strategic procurements and involves extensive communication with a broad range of external and internal stakeholders across a range of seniorities.

The role holder may have the opportunity for leadership and management of more junior members of staff.

Locations

The successful candidate(s) will be able to agree a contractual workplace from those locations listed in this advert. When selecting your location listed in this job advert please be aware that this will be your contractual base location with a requirement to spend a minimum of 60% of your working time in this organisational workplace.

Your time spent on official duties at workplace locations other than your contractual office such as supplier, customer or partner locations required to perform your role is included in the 60% attendance.

This requirement will however take into consideration any reasonable adjustments agreed upon appointment for people with a disability, flexibilities agreed for those with specific caring responsibilities, or other similar temporary flexibilities.

Procurement of a range of goods and services to support delivery of a complex high value programmeDrive quality procurement outcomes that deliver value for money via the use of frameworks and open procurementsResponsibility for procurement strategy and execution, supplier negotiation and internal and external governanceDrive benefits realisation including commercial savingsWork collaboratively across a multi-disciplined team to support and share best commercial practice and upskill internal business-area stakeholdersProvide expert commercial advice to the Emergency Services Mobile Communications Programme, including to internal and external stakeholdersUnderstand and implement the new Procurement Act 2023 Regulations�Support the broader Home Office commercial team and wider GCO to deliver their corporate objectives

Risk Mindset - Ability to analyse commercial risks in complex procurements and ensure delivery and commercial risks are balanced.Manages Complexity - Ability to manage a complex procurement portfolio comprising a wide range of procurements in terms of value, scope and technical complexity.Commercial Focus - Strong commercial focus and the ability to lead and execute complex procurements to demanding deadlines.Procurement Process - Experience in the development of strategies for complex procurements and playing a leading role in the implementation and end to end delivery of these.
