Position Overview

The Emergency Services Mobile Communications Programme (ESMCP) is set to revolutionize the operational capabilities of our blue-light services, enhancing mobile connectivity and ensuring quicker response times. This initiative will empower emergency service personnel to collaborate more effectively during incidents by facilitating data sharing across a state-of-the-art digital network. The network is designed to be adaptive, leveraging the latest technological advancements to equip those tasked with safeguarding the public with the most advanced communication tools available.

The ESMCP Commercial division comprises two key teams: Procurement and Contract Management. This position is situated within the Procurement team, where the primary focus will be on strategizing and executing the procurement of IT solutions, goods, and services that not only provide value for money but also adhere to procurement regulations and best practices. You will be responsible for generating additional value, mitigating risks, and driving change throughout the entire procurement lifecycle and project portfolio, ensuring successful delivery to the Home Office and its Emergency Service User Organizations.

A critical aspect of this role involves understanding and influencing business strategies to achieve optimal commercial outcomes. The position requires a high level of collaboration with suppliers, stakeholders, and user groups, necessitating the development of positive, strategic relationships. You will be expected to challenge conventional approaches when necessary.

Key Responsibilities

The successful candidate will:

  • Oversee the procurement of various goods and services essential for the execution of a complex, high-value program.
  • Ensure quality procurement outcomes that yield value for money through the utilization of frameworks and open procurement processes.
  • Take charge of procurement strategy formulation and execution, supplier negotiations, and governance processes.
  • Facilitate benefits realization, including achieving commercial savings.
  • Collaborate with a multi-disciplinary team to promote best commercial practices and enhance the skills of internal stakeholders.
  • Provide expert commercial guidance to the Emergency Services Mobile Communications Programme, engaging with both internal and external stakeholders.
  • Comprehend and apply the new Procurement Act 2023 Regulations.
  • Support the broader Home Office commercial team and the Government Commercial Organisation in achieving their corporate objectives.
