Assistant Accountant - Capital & Grants
Job description

The Council's Finance Department provides a range of effective, efficient and high quality professional services with support to Members, managers, staff, services, schools and a range of external partners in the delivery of the Council's objectives.


We are seeking an enthusiastic Assistant Accountant to support the Council's capital accounting requirements, including preparation of annual budgets, monitoring of capital expenditure and funding streams including developers' contributions, grants and capital receipts.

The role involves;
Assisting the Capital Accountant in the capital accounting requirements for the Council
Monthly monitoring of expenditure of capital schemes
Closing of accounts at year-end in line with corporate closing timetable
Leading on the regular review of systems and processes within the Grant Procedures to ensure compliance with changing legislation and external audit requirements
Management of the grant register and ensuring it is kept up to date and reconciles with the capital programme approved by Council
Coordinating the procedures associated with bidding for, accepting and claiming external funding

Liaison with Welsh Government, funding bodies, external and internal auditors and finance/service colleagues


You will be AAT qualified or part qualified CCAB, or able to demonstrate equivalent knowledge through relevant financial experience, with a commitment to actively studying to become AAT qualified.

The successful candidate also needs to have a broad knowledge of local government services and financial procedures, be highly numerate with an eye for detail, and with an ability to work to tight deadlines to achieve targets.
