Job Context

YMCA England & Wales is the national body of the YMCA in England & Wales, supporting, developing and representing just over 100 local YMCA's, ranging from small community based organisations to nationally relevant specialists.

Job Purpose:

The purpose of this role is to ensure that YMCA has influence with key decision makers through its campaigns and policy positions. The post holder will support YMCAs policy function through ensuring we have a range of public affairs activities to engage and build relationships with Government, Parliament, Civil Servants, other tiers of government and relevant organisations. The post holder will also provide a full range of public affairs advice and support to the YMCA Federation.

Scope and Limits of Authority:



The Senior Public Affairs Officer will report into the Public Affairs and Campaigns Manager. The post will have no formal budgetary or line management responsibilities other than ad hoc volunteers and interns.

The post holder must operate at all times in accordance with the approved policies and procedures of YMCA England & Wales and act in accordance with the values and ethos of the organisation as outlined in the Code of Conduct. In addition, all employees must adhere to the performance management processes and systems approved by the Board of Trustees.

The post holder will support the Safeguarding, health and well-being and safety of staff, volunteers and supporters we work with, some of whom may be classed as vulnerable people or adults at risk. In the event of a risk becoming apparent or if concerns arise about a vulnerable person's welfare, to immediately report these concerns in line with the appropriate policy and procedure.

The responsibilities of this role will normally include all duties described in this Job Description and any additional or different duties, which the Employer may require from time to time.



Areas of responsibility:

● To contribute to shaping our influencing strategy, by ensuring we have proactive engagement with decision makers and utilise parliamentary leavers.

● To analyse the daily reports from our Parliamentary monitoring; highlight relevant issues and disseminate where appropriate with the team, organisation and wider Federation.

● To support with the development and maintenance of strong working relationships with Ministers, Shadow Ministers, MPs, Peers and other key decision makers at a national, regional and local level.

● To develop briefings for key external stakeholders on issues which we are interested in.

● To deliver a range of public affairs activities and events which highlight the work of YMCA and our campaigns such as Party Conferences or Parliamentary receptions.

● To maintain and develop YMCA England & Wales Parliamentary Patrons programme.

● To be the lead YMCA person on the operation of any All Party Parliamentary Groups that YMCA England & Wales are involved in.

● To support the organisation of Parliamentary and other appropriate external events.

● To engage with the Youth Ambassadors Programme, taking the lead on issues around public affairs, as well as ensure young people have opportunities to engage and participate with people in power.

● Work collaboratively and proactively with all members of the PCI team and wider organisation to develop excellent professional relationships.

● Meet regularly with members of the PCI, Fundraising and Retail teams to understand current priorities and developments.

● Act as a positive representative for YMCA England & Wales at all times, ensuring that you are always 'on message'.

● Support wider department and organisation activities as requested by the Head of Campaigns & Research and/or Director of PCI.
