Venesky-Brown’s client, a public sector organisation in Edinburgh, is currently looking to recruit a Procurement Specialist for initial 3 month contract with possible 3 month extension on a rate of £350/day (inside IR35). Hybrid working with 1-2 days per week in the office.



Responsibilities:


- Project planning and management

- Supporting savings proposal development

- Engage with suppliers and service areas to develop procurement approaches that optimise value for money

- Mentor and provide support to Trainee Procurement Specialists, apprentices and those involved in procurement activities

- Ensure projects are delivered in the most commercially effective manner, based upon the Procurement Specialist’s deep and current market insight

- Ensure compliance with Contract Standing Orders and relevant legislation

- Lead the selection of appropriate suppliers and contractors, to demonstrate value for money

- Promote good procurement practice including with regard to sustainability, ethical purchasing standards, equalities and delivering community benefits

- Report on progress to Senior Category Manager, Category Delivery Lead, Senior Procurement Specialist or lead Project Manager where supporting a complex tender

- Identify and manage risks and issues

- Undertake contract handover process on completion of each procurement project, including identification of risk, issues and mitigation strategies, to ensure all savings and benefits are realised.

- Ensure sourcing and procurement projects are delivered in the most commercially effective manner and take cognisance of all relevant policy and best practice drivers such as sustainability, social considerations, financial systems, etc.

- Contribute to the preparation of committee reports, reports to directors and waiver reports

- Deputise for Senior Procurement Specialists

- Any other appropriate duties associated with this role


Essential Skills:


- A relevant degree or an equivalent procurement professional qualification.

- Relevant or significant Procurement and Commercial experience and demonstrated competence may be taken into account in place of formal qualifications.

- Public Sector Procurement Delivery

- Strategic procurement experience in leading and developing commodity or less complex category strategy and implementation

- Current market insight, including current trends and needs.

- Able to analyse and use data including market research, spend analysis, market options

- Effective Project planning

- Compliance with regulations and legislation affecting Procurement

- Promotion of best practice in procurement and ethical purchasing standards

- Can plan, lead, prioritise and delegate work responsibilities and identifies the skills required within the team to deliver on the business plan

- Ability to manage conflicting interests

- Sound appreciation of the complexity and diversity of business.

- Ability to take sound and decisive judgements in a fast-moving and highly pressurised environment

- Experience in an environment where strategic change and continuous improvement has been demonstrated.

- Communicate effectively, able to articulate and provide competent handling of all written, verbal and electronic forms of internal and external communication.

- Able to demonstrate an ability to analyse complex issues, assess their business impact and resolve these effectively.

- Present issues effectively and clearly at a variety of forums. Creates simplicity out of complexity.


Desirable Skills:


- Promotion of sustainability, equalities, and delivery of community benefits through Procurement

- Experience in the provision of policy advice in relation to procurement and commercial outcomes

- Experience of embedding new ways of working to support continuous improvement of procurement projects or performance.
