Overview:
Procurement Services Division (PSD) not only provides procurement support for all of the procurement activities within SG, but it also oversees all procurement activities for the wider Central Government (CG) sector. We are at the heart of improving procurement capability with particular emphasis in Scottish Government and the Central Government sector as well as influencing the national programme. The Division is part of the Scottish Procurement & Property Directorate.

The Contract & Supplier Management Team (CSMT), which sits within PSD, are responsible for managing the delivery of contracts and best practice for core directorates within Scottish Government. Our role is to support to support Contract Managers across the Scottish Government, ensuring the effective management and delivery of contract outcomes and policy initiatives.

**The Role**

The post holder will join an existing team of 5 experienced procurement professionals. They will report to a B3 Senior Specialist and there may be an opportunity to manage a B1 Portfolio Officer.

Our role includes a range of contract management support and assistance on a portfolio that includes over 200 live contracts ranging from low value, right up to multi-million pound strategic level contracts, including the following tasks:

- contract mobilisation
- contract exit
- supplier performance management
- dispute resolution
- contract change and variation
- contract administration
- contract management training

**Responsibilities**:

- Working effectively with a range of stakeholders across the Scottish Government supporting the delivery of effective contract and supplier management.
- Supporting customers by providing commercial advice on a range of contractual matters to support effective decision making.
- Advising on legal, policy and other requirements pertaining to procurement.
- Building and maintaining strong working relationships with customers and strategic suppliers.
- Providing advice and guidance on procurement policies and procedures and best practice to staff and stakeholders.
- Attending user and policy groups to contribute to procurement best practice.
- Data analysis to support commercial decision making and provision of reporting to Senior Managers.
- Use of relevant IT systems / tools in delivery of procurement projects.
- Work flexibly both within the team, Division and across the Directorate to help deliver the organisation’s wider goals.
- Contract & Supplier Management on a wide range of contracts including high value/risk, ensuring outcomes are delivered in line with the statement of requirement, terms & conditions, procurement policy and best practice

Competent in leading end to end Procurement Process legislative thresholds. Supporting a variety of customers in leading and developing complex specifications and invitation to tender documentation in line with procurement legislation. Understands when and how to negotiate. Capable of effectively sourcing and tendering for a range of commodities and services ensuring delivery of value for money. This includes tender evaluation and processes leading to contract award and debriefing suppliers. Supports customers by establishing contract management processes and ensuring ongoing value for money in the delivery of the contract.

**Essential Criteria**
- Knowledge and understanding of Scottish public procurement policy and procedures, including full end-to-end procurement process in accordance with public sector procurement legislation, procurement strategy development, tendering and contract management.
- Strong analytical skills with the ability to collect and analyse information from a variety of sources, draw out key messages in order to problem-solve and/or make recommendations.
- Strong interpersonal skills with an ability to engage and develop constructive working relationships and collaborate with internal and external stakeholders at all levels.
- Excellent communication skills that clearly convey commercial ideas and information, enable effective liaison with customers and stakeholders and can influence senior level decision makers.

**Location**

Scottish Government Offices - Atlantic Quay, Glasgow or Victoria Quay, Edinburgh.
