**Job summary**:
Applications are invited for a B2 Procurement Portfolio Specialist post based in the National Collaborative Procurement Division.

The National Collaborative Procurement Division is a centre of procurement expertise leading work across all the Scottish Public Sector. The Division places national and sectoral frameworks for use by public and third sector organisations throughout Scotland and contracts for the core Scottish Government Directorates. In addition, it is at the heart of improving procurement capability with particular emphasis in Scottish Government (SG) and the central government sector as well as influencing the national programme. The Division is part of the Scottish Procurement & Property Directorate.

Within the Division, Portfolio Specialists help support the procurement of a wide range of goods and services for core SG Directorates and a wide range of organisations across the Scottish public sector.

The post is a dual role to deliver commercial outcomes, which will support delivery of the Scottish national, Requirements Reserved for Supported Businesses National Dynamic Purchasing System (DPS) and support the objectives of the cross public sector procurement Collaborative Leads Group forum.

The post holder will report to the C1 Collaborative Delivery Manager who reports to the SCS - Deputy Director 1, Director of National Collaborative Procurement, and Innovation.

**Job description**:

- Leading and/or supporting the contract management and future re-let of the Requirements Reserved for Supported Businesses National Dynamic Purchasing System (DPS).
- Assisting the Collaborative Delivery Manager in optimising value for money across the Scottish public sector. Supporting stakeholder groups and project teams where required. Supporting the implementing of innovative procurement strategies based on market research and in line with procurement policy and legislation.
- Through effective stakeholder engagement and market/options assessment, helping to develop and identify the optimal solution for supporting and promoting public body spend through Supported Businesses, with contracts awarded based on best value for money.
- Being responsible for end-to-end procurement process from initial conception, stakeholder analysis, commodity profiling, market and environmental analysis, strategy development tender evaluation, contract award and ongoing contract compliance.
- Working effectively across the Scottish public sector, third sector and private sector to help deliver a credible procurement strategy and DPS for the Scottish national, Requirements Reserved for Supported Businesses. The post holder will also be required to provide support to the Collaborative Leads Group (CLG) which is a public sector cross sectoral procurement forum, which supports the Public Procurement Group (PPG).The post holder will therefore need to be able to help input and support the building of business issues in a clear and concise manner.
- Being responsible for helping support active supplier management and customer engagement during the framework lifecycle, reviewing and revising the capabilities of the supported business landscape. This will involve the gathering, analysis, interpretation, and dissemination of Management Information. The co-ordination of spend and savings information.
- Supporting the implementation of a cross sectoral strategic supplier management process, drawing on best practice and e-commerce interests, which will include a supplier risk management process for the handling and communication of financial (and other) risk management information. This process will help support in the assessment of options to capture and share, supplier performance information across the Scottish public sector.
- Working flexibly both within the Division & wider Directorate, the Scottish public sector, third sector private sector to help deliver SPPD’s wider goals.
