The EPRR Team has a key role in providing support, advice, tactical and strategic leadership:

Leads:
through the delivery of local arrangements, within each of the health communities, to ensure surge, escalation and strategic management

Supports:
Local health communities to deliver patient care, under extreme conditions through the implementation of local contingency plans and additional regional and national surge planning

Coordinates:

appropriate responses to multiple operational challenges ensuring an effective response to, and recovery from, significant disruptive challenges impacting regional and local operational delivery.


Monitors:
performance and preparedness, challenging plans, and mitigation measures, as appropriate

Reduces:
duplication and silo working through proactive and collaborative planning

Escalates:

act as a single point of focus for the three health communities to seek support, when local solutions are exhausted, or issues span multiple sites and more than one health community.


EPRR expertise and support, within BCUHB, is necessary to fulfil the key duties and responsibilities of the Civil Contingencies Act 2004, the Health and Social Care Act 2006, as amended, the NHS Act 2006, the Counter Terrorism and Security Act 2015 and the requirements placed on all organisations by the standard NHS contract.

The ability to speak Welsh is desirable for this post; English and/or Welsh speakers are equally welcome to apply.

  • Act as an expert resource for Strategic Business Continuity, Civil Contingency and Emergency Planning management across all BCUHB activities.
  • Analyse and interpret national policy and guidance to facilitate the development, maintenance and review of longterm corporate business continuity plans and organisational response and resilience, such as strategic risk assessments and emergency planning management. Post holder is responsible for the development of policies in government and EPRR as a major area of activity.
  • Provide professional managerial support to the Deputy Chief Executive/Executive Director of Integrated Clinical Services, and the Executive Directors to maintain compliance with the Health Board's statutory responsibilities under the relevant Acts Parliament, such as the Civil Contingencies Act 2004, and the Counter Terrorism and Security Act 201
  • Provide competent and expert professional advice in terms of emergency planning, best practise and policies.
  • Be responsible for devising and coordinating the education and training programmes necessary to underpin the implementation of the Health Board's Business Continuity and Emergency Planning process.
  • Work in collaboration with Welsh Government, North Wales Resilience Forum, NHS Wales, and other multiagency partner agencies and organisations to develop and exercise plans at both local, regional and national level
