I am working with a Public Sector Organisation based in Sutton who are looking for a Head of Financial Reporting and Control for a permanent position.

The role is full time, to start ASAP and paying up to £84,270 per annum. The role is in scope of IR35.

Job Purpose


The Shared Finance Service ambition is to add value, inspire success and this role is part of the Shared Finance Service (SFS) management team collectively responsible for delivering SFS activities to realise this ambition.

The role provides direct support to the Assistant Directors (Finance) and the S151 officers for Kingston and Sutton councils and may be required to deputise the S151 role for either Council.

The post holder is required to lead both Council's financial reporting activities and be responsible for the exercise of strong financial governance and controls.

The post holder will be part of the Finance Management Team working collaboratively to lead the service as a whole to deliver excellent financial services.


Responsibilities:

  • Line manage 25 FTEs within the Financial Reporting & Control Team and provide performance management which drives high standards of performance and achieves excellent outcomes
  • Lead staff across the finance service to ensure robust financial controls are in operation to provide strong stewardship over public money and protect the financial health of both Councils
  • Provide consistently high quality support, advice and challenge to the Assistant Directors (Finance) and the S151 officers in all aspects of financial reporting and control
  • Be responsible for the management and reporting of the corporate financial position for both Councils including the balance sheet and reserves monitoring, management of grants and third party funding, collection fund accounting and monitoring, regular reporting of financial health and performance, and production of the statutory financial statements
  • Be responsible for the management and control of both Council's general ledger, ensuring revenue and capital accounting is undertaken in accordance with statutory guidance and legislation
  • Lead the end of year closing of accounts process for both Council's and develop digital solutions to automate transactional and reporting elements of this process
  • Produce an annual statement of accounts (including statutory financial statements and notes to the accounts for both revenue and capital) for both Councils, including group accounts, in line with relevant accounting guidance and local government legislation
  • Manage the relationship with the appointed External Auditors to both Councils
  • Ensure all statutory reporting requirements are fulfilled including RA & RO returns, WGA reporting and other statutory financial returns, drawing on the expert knowledge and resource in teams across the finance service
  • Act as client manager for the internal audit function for LBS
  • Lead staff across the LBS audit and Shared Finance Service to support the Assistant Directors (Finance) and the S151 officers to report to and support the work of both Councils Audit, Governance and Standards Committees
  • Drive digital transformation and use of robotics, automation and AI to enhance financial reporting and control, deliver useful and accessible management information and reduce transactional costs
Knowledge and Experience

  • Completed a relevant professional qualification that supports delivery of functional responsibilities (e.g. CIPFA, CIMA, MBA etc)
  • Current full member of a professional accountancy body as required under statutory guidance to deputise S151 officer duties
  • Significant experience at Senior Finance Manager level in a Local Authority or similar public body
