Property Business Partner

Location - Various across our Midlands Division

The Property Business Partner will help develop, manage and implement McCarthy Stone Management Services' companywide approach to Fire safety, working closely with the Senior Property Business Partner, the wider asset management team, internal property teams, our Primary Fire Authority, and other statutory agencies.

The successful person will play a key part in developing our fire, H&S management systems and embedding a 'safety first' culture of continual improvement within the business and producing high quality and timely FRAs.

The Property Business Partner will also ensure our Your McCarthy Stone business maintains legal compliance with statutory safety regulations, McCarthy & Stone procedures and our properties adhere to Landlords health and safety obligations.

The candidate will need to live in the north of England.

Additional to the above we will be looking to upskill any successful candidate to undertake some of the property surveying functions that the team undertake. Full training will be given.

Core responsibilities:

  • Undertake Fire Risk Assessments and surveys within both new build (pre/early-occupancy) and legacy developments as required and develop timely action plans.
  • Take ownership for fire/local authority enforcement action plans and engage relevant persons to ensure their timely completion.
  • Provide advice and support to property teams in developing 'Person Centred Risk Assessments' (PCRA's).
  • Ensure that suitable training, instruction and communication mechanisms are developed, and effectively delivered so that critical advice is relayed accordingly.
  • Engage and inform employees, homeowners, leadership teams and senior management team on changes in fire, health and safety legislation.
  • Develop and undertake audits of managed properties to ensure they remain compliant.
  • Investigate and report on incidents, dangerous occurrences and near-misses, maintain records. Ensure RIDDOR incidents are duly reported. Liaise with the insurance provider in respect of insurance claims, and produce statistics for managers, produce management reports, bulletins and safety alerts.

Experience and Qualifications required:

  • Minimum 3 years' experience within property management or similar sector.
  • Fire safety qualification, NEBOSH Fire Certificate or IFE Level 3/4 Certificate in Fire Science or CFPA Europe Diploma.
  • Membership of a recognised professional body such as IFE, IFSM, IOSH, IIRSM or similar, with demonstrable evidence of Continuing Professional Development
  • Experience of managing or advising on fire safety at work in a medium to large organisation.
  • Comprehensive up-to-date knowledge of all legislation such as Regulatory Reform FSO 2005, Housing Act 2004, Building Regulations 2019.
  • Working knowledge of HSE ACOP's, fire guidance (Fire Safety in Purpose Built Blocks of Flats and Specialised Housing) and other property related technical guidance.
  • Excellent understanding of fire prevention, compartmentation and 'stay put'.
  • Working knowledge of building fire safety systems and M&E.
  • To be IT literate – specifically Microsoft Office and the use of service specific software.

Desirable:

  • Full member or graduate of the Institute of Fire Engineers (MIFireE, GIFireE)
  • Technical/Member of the Institute of Occupation Safety Health (TechIOSH/CMIOSH) or equivalent.
  • 3rd Party qualified risk assessor registered, as per FRA Competency Council.
  • Training and effective delivery related qualification.
  • Be familiar in using PAS:79:2012 format of fire risk assessment.
  • Awareness of newly constructed residential premises and their first occupations.
