Capacity and Flow Lead

Job Purpose The highly motivated Capacity and Flow Lead (UEC) will be responsible for the provision of a responsive, efficient, effective and high-quality Patient Flow and Capacity Function to the Dorset Integrated Care System.

The flow lead will provide a specialist advisory resource for the NHS Dorset System Co-ordination Centre (SCC) and Integrated Care System for matters pertaining to or linked to patient flow and capacity.

They will act as a positive role model through the provision of support and expert advice to the Dorset system and lead by example through visible leadership to motivate and empower others.

The capacity and flow lead will play an active role in working and supporting the system to ensure that patients in all parts of the urgent care pathway from community to inpatient back to community receives care in the most appropriate place at the most appropriate time.


This role will have particular focus on: Capturing and interpreting complex capacity and flow data from across health and social care to support tactical and strategic system responses. Contributing to assessments of system risk and mitigations in respect of system flow and resilience, working in partnership with the System Co-ordination Centre and Leading targeted improvement with all partners with intention to improve hospital and community flow and reduce avoidable delays in this process. Providing expert knowledge and experience to the wider UEC delivery programme, including the development of a system-wide transfer of care hub Post specific, tasks and objectives General Provide specialist leadership and advice to the SCC and system for matters pertaining to capacity management and hospital and community flow, often adopting a quantitative evidence approach. Oversee the system of real-time and high-quality discharge data as required, including ensuring the organisation provides timely responses for the Strategic Data Collection Service (SDCS), MHDS reporting requirements, and ensure the local system uses this information and learns lessons from the findings.

Review local, place-based data reporting, identifying opportunities to revise reporting and improve the granularity of data provision across services.

To maintain an accurate and contemporaneous bed state, always monitoring actual/potential occupancy, and to contribute to the required daily collection and analysis of data relating to flow for the system.

To liaise with system MDTs to ensure maximum utilisation of all intermediate care and capacity and support timely discharges.

To support the UEC senior manager and work with Integrated Intermediate Care Teams, inpatient and bed management colleagues to co-ordinate the transfer of patients through the in-patient system to allow for sufficient capacity and safe placement of patients on the urgent care pathway, to avoid breaches.


Be a highly visible, internal representative of the system for flow, and must at all times be professional and business-like in interactions with external organisations.

To take responsibility for maintaining specialist knowledge of patient flow and evidence base as this continually develops locally, regionally and nationally.

To lead areas of targeted improvement linked to patient and system flow, proactively engaging and working with partners from across health and social care to deliver measurable improvement in flow and outcomes.

Patient Focused Provide the leadership and advice to the system, especially those who are responsible for flow in organisations.


Advice to support the reduction of breaches within the urgent care pathway by ensuring a timely and accurate flow of information regarding the availability of beds.

Work collaboratively with Integrated Intermediate Care Teams, inpatient and bed management colleagues to achieve better outcomes for patients being discharged from hospital.

For Example, to implement and embed a home first, policy.

Work with the Social Care teams, VCSE and external agencies as required to ensure the timely and safe discharge and repatriation of patients.

Training, Exercises and Learning Undertake continual programme of training needs analysis relating to patient flow and capacity. Partake both live and tabletop patient flow and capacity exercises. Partake in lessons learned both from within and external to the organisation relating to patient flow. Communication Lead and Chair meetings internally in the system regarding patient flow as required.

Act as a contact for the system for patient flow.

Reporting To be able to support in ensuring that accurate and real time information is utilised to assist decision-making in capacity and flow issues and Information Technology (IT) and Management opportunities are used in order to continually and progressively improve systems and processes.

Work with the Senior Manager for Flow and Capacity and system leaders on identifying what measures of performance should be used for monitoring of bed management and patient fl
