Reducing the number of people who are in hospital but have no medical need to be there is a key priority for the Prime Minister and Secretary of State.

The Hospital Discharge Programme straddles 2 groups within the department
  • Social Care Group
and NHS Policy and Performance Group.

  • Develops policy to reduce delayed discharge in the longer term
  • Oversees the deployment of the £600m discharge fund in 2023/24 (£1bn in 2024/25), including associated conditions and reporting requirements, to maximise its impact in reducing delayed discharge
  • Monitors and evaluates how discharge funding is deployed, the capacity it buys and its impact in reducing delayed discharges, aligning with overall capacity work through Better Care Fund and Market Sustainability and Innovation Fund

This role provides a good opportunity for someone wanting to build policy experience and work closely with senior officials on delivering against a key government objective.


Person specification:

Key responsibilities of the role will be to:

  • Work on the developing policy to reduce delays where discharges are occurring in challenging circumstances
  • Support work evaluating data on hospital discharge and drawing conclusions to shape future discharge policy
  • Engage frequently with stakeholders on policy development
Draft responses to correspondence and briefing requests

Key skills and experience required for the role

  • Working to deliver at pace to tight deadlines
  • Collaborating with others to meet a shared outcome
  • Evidencebased decision making
  • Ensuring work reflects wider organisational priorities
Experience working in policy or finance is desirable but not essential
