Job summary:

Are you a policy advisor with experience of developing and delivering policy?

Can you gather evidence to inform decision making and make recommendations?

Would you like to work on critical national infrastructure projects to enable the delivery of net zero?

If so, then we would love you to apply

Job description:

As the first major global economy to pass a law that requires us to achieve net zero emissions by 2050, the UK is working to end its contribution to climate change.

The Office for Zero Emission Vehicles (OZEV) is a team working across government to support the transition to zero emission vehicles (ZEVs).

The UK has committed to the phase-out of new petrol and diesel cars and vans by 2035.

OZEV manages £2.5 billion of government funding committed since 2020 to help position the UK at the global forefront of the transition to ZEVs, with funding to offset EVs higher upfront purchase costs and to accelerate the roll out of chargepoint infrastructure.

The transition to ZEVs will help the UK meet its climate change obligations, improve air quality in towns and cities, support investment and jobs in ZEV manufacture and supply chain, and improve energy security.

To support electric vehicle roll out, Government has two flagship infrastructure funds which will accelerate the UK's EV charging network at both a national and local level.

These are The Rapid Charging Fund (RCF), which supports high-powered charging during longer journeys, and the Local Electric Vehicle Infrastructure (LEVI) Fund which supports local, on-street charging.

We are recruiting four senior executive officers (SEOs) to lead key areas of policy development, implementation and delivery across the RCF and LEVI Funds.

You will be joining one of two friendly, high performing and highly motivated teams during a critical period.

Rapid Charging Fund - x2 roles

The Rapid Charging Fund will target interventions along England's Strategic Road Network (motorways and major A roads) facilitating electric vehicle charging to improve long-distance journeys for EV users and alleviate range anxiety.

The RCF is a £950m high-profile and fast paced tier one major infrastructure project on the Government's Major Project Portfolio (GMPP).

The team works with a wide range of internal stakeholders including DESNZ, HMT, Ofgem, No10 and external stakeholders including motorway service area operators, chargepoint operators and trade bodies.

LEVI Fund - x2 roles

The LEVI Fund is designed to scale up and accelerate the deployment and commercialisation of local, primarily low powered charging infrastructure across England.

It is expected to deliver tens of thousands of local chargepoints, supporting residents, particularly those without off-street parking, to switch to ZEVs.

The LEVI Fund is a fast paced infrastructure project, delivering £381m capital and resource funding to local authorities over the next two financial years.

The team works with a wide range of internal stakeholders including DLUHC, HMT and No10 and external stakeholders including local authorities and chargepoint operators.

Responsibilities

Key accountabilities of the role include:

  • Lead the development of robust policy positions, using initiative to locate and gather information to develop a strong evidence base to support policy and delivery recommendations.
  • Oversee and work collaboratively with consultants supporting the development and delivery of the funds.
  • Work closely and collaboratively with the rest of the RCF / LEVI team, delivery bodies, analysts and lawyers.
  • Prepare advice and/or present to Ministers, senior officials across the Department and Whitehall as needed, including presenting at internal governance boards.
  • Line management as required.
For an in-depth insight into the role please refer to the Role Profile.

Person specification:

You will work independently in a fast paced environment. You will have the confidence to make decisions autonomously. You will use your problem solving skills to tackle challenging issues to delivery policy outcomes. You can think strategically by seeing the big picture. You will have excellent written and oral communication skills, including an ability to write clearly and concisely. You will have the ability to effectively prioritise and deliver outcomes on time and to a high standard, while being aware of emergin
