If so, we are looking for a Senior Policy Advisor who will work at the heart of the Department's Road freight policy, a key enabler for our economy, and we would love you to apply

Job description:


Road freight is a key enabler of economic activity carrying 78% of goods moved in the UK (including from abroad) and virtually all final mile deliveries.

It is a vital component in the wider freight system, helping goods move to their destination. If goods were not transported by road, the wider freight system and supply chain would be unable to operate.


The position within the Road Freight Regulation team, is at the heart of shaping the Department's freight policy and our future vision for the future of road freight to be one where the industry is more resilient to external shocks and contributes to a green recovery.


This friendly team has recently expanded to deliver work on the Transport Manager Certificate of Professional Competence, International haulage permits, activity related to the EU-UK Trade and Cooperation Agreement, working with a range of stakeholders on associated policy and legislative tasks.


You will need to maintain a flexible approach to adapt to an evolving context where priorities may need to change and be able to support the wider team to do the same.

There will be substantial opportunity to develop in this role and to help shape the priorities for the wider division.


Responsibilities

  • Working as part of a wider team on the daytoday legislative changes associated with modernising goods and passenger vehicle operator licensing, for example in relation to the professional Transport Manager qualification.
  • Engagement on bilateral and multilateral international road haulage permit agreements.
  • Working on policy areas relating to the EU-UK Trade and Cooperation Agreement, specifically related to the Specialised Committee for Road Transport, which the UK is hosting later this year.
  • Working with enforcement agencies to find ways of dealing with unsafe lorries and ensuring that they have the tools to do this important work, and that the penalty regime forms a suitable incentive to encourage compliance.
  • Ensure the operator licensing framework remains fit for purpose and proportionate, including considering the appropriate form of regulation for specialist road vehicles.
  • Working closely with the road freight industry, Logistics and Borders Supply Chain team, Corporate Finance and Office for National Statistics to establish and maintain robust road freight data collection and carry out ad hoc analysis.
