You will offer the borough in your role as Property Leasing and Renewal Officer expertise in lease renewals and agreeing terms and conditions on new Leases for multiple and complex property acquisitions.


You will have a track records of dealing with complex legal documentation and governance issues and sound knowledge of health and safety and compliance and property standards.


Being 'ruthlessly financially efficient' will be at the forefront of your delivery in retaining existing stock that is viable to the Council for temporary accommodation use.


You will demonstrate understanding of the London Private Rental Market and supply and demand issues faced by local government in securing affordable supply for vulnerable homeless households.

Role Responsibilities:

You will need to:

  • Manage Lease Renewals and being responsible for contacting PSL Landlords three months prior to termination of existing lease and negotiating the renewal at the most viable rent to the Council, taking into account supply and demand issues.
  • Execute all legal paperwork for PSL renewals and new PSL acquisitions in accordance with legislative requirements and following of Property Procurement Strategy and procedures.
  • Maximise the renewal rate against the rental income stream and continuously improve the smooth running of the day to day renewals negotiation activities by liaising with accommodation providers, agents, managers, housing associations and other professional and statutory organisations on behalf of the Council to ensure a supply of suitable accommodation on reasonable terms.
  • Maintain a knowledge of relevant legislation and Council policy on matters including the management of accommodation, health and safety, security of tenure, the enforcement of contracts, the Council's duties to homeless households, asylum seekers and other persons from abroad and other related legislation relevant to the post, monitoring and keeping abreast of property listings, trade journals, and relevant literature to remain knowledgeable about property markets.
  • Undertake project work, including detailed research and negotiation, and lead as required on schemes for the acquisition of properties, including Private Sector Leasing, Housing Association Leasing Schemes, private rented accommodation, Rent Deposit Schemes, Empty Dwellings initiatives and any new schemes that are started as a result of legislative changes.
