General Manager of Infrastructure and Planning Services Position Summary

Reporting to the Chief Administrative Officer, the General Manager of Infrastructure and Planning Services is responsible for overseeing various areas including Engineering, Transportation, Public Works, Solid Waste, and Planning. This role involves managing, directing, coordinating, and supervising the delivery of services related to County infrastructure and planning.

Position Responsibilities Managerial
  • Manage and report on compliance with the County's strategic plan approved by Council.
  • Prepare and submit annual operating and capital budgets.
  • Manage expenditure control within established policies and approved budgets.
  • Implement work programs and policies approved by County Council.
  • Prepare operational, statistical, and financial reports for the CAO.
  • Establish and evaluate performance measures for the department.
  • Respond to public and Council inquiries.
  • Liaise with consultants and contractors for contracts.
Transportation
  • Oversee the management of County bridges and road infrastructure.
  • Manage the Jasper/Hinton Airport operations.
  • Supervise construction projects to ensure compliance with standards.
  • Research new technologies and products.
  • Negotiate land acquisitions for road construction.
Water and Wastewater Systems
  • Oversee the construction of water and wastewater infrastructure.
  • Negotiate land or easements for service installations.
Solid Waste Management
  • Manage service contracts with suppliers.
  • Oversee landfill operations and investigate partnership alternatives.
Planning
  • Supervise all planning and development functions within the County.
Facilities and Fleet
  • Implement preventative maintenance programs for structures and fleet.
  • Oversee the operation and maintenance of County owned assets.
Staff Responsibilities
  • Manage human resources within established policies.
  • Establish a positive work environment.
  • Participate in the hiring process and staff evaluations.
  • Ensure safe and efficient work practices.
  • Provide staff training and resources.
  • Foster continuous improvement and customer service.
Qualification, Knowledge, Skill & Ability Requirements Education/Skills
  • University degree in a related field or equivalent education/experience.
  • Registered Professional Engineer in the Province of Alberta or Certified Engineering Technologist (CET) with management experience.
  • Minimum of five years' experience at a senior management level.
  • Extensive knowledge of construction practices and municipal legislation.

Permanent Residency Requirement

Due to the nature of the role, the successful candidate must live within one hour of the County's Administration Office in Edson.

The salary range for this position is $155,807 to $193,201 per year, with a competitive benefit package included.
