BACKGROUND
Hamble Parish Council is a small but busy Parish Council within Eastleigh Borough Council.

It manages a range of facilities and services, as well as acts as a point of contact to the community.

Business operations take place in person at the parish office, via our website and social media and over the phone.

The Council provides car parking, play areas, sports fields and pavilion, allotments, a dinghy park, and a cemetery and manages significant areas of open spaces in the village.


Reporting to:
Parish Clerk

Pay:
Pay grade LC £12.63 per hour £24,294 (per annum pro rata)

Hours:
Approximately 20 hours per week - Friday to Sunday

Location:
Hamble Parish Office/Estate and Mess Room

JOB PURPOSE
To provide support for the Estates Team to maintain the Parish grounds and facilities.

MAIN DUTIES & RESPONSIBILITIES


To maintain the frontline services of Hamble Parish Councils Land and Open Spaces including sports facilities, grounds maintenance and site inspections.

The role will require the post holder to oversee weekend duties which mainly consist of:

  • To assist with building and compliance checks in accordance with Hamble Parish Council policies
  • To assist with refuse and litter collection
  • Manage football sports field booking including opening facilities/buildings, line markings, pitch inspections, cleaning duties, be the point of call for hirers as necessary, be on site when football/sporting events are taking place to ensure they are set up and managed correctly (core football activities take place 10 months of the year)
  • As part of the Estates Team, you will also be expected help to provide holiday and sickness cover for other Estates team members and carry out core Estates team jobs including support to manage Hamble Parish Council Assets which include the Dinghy Park, cemeteries, play parks and allotments
  • Landscape and gardening: Grass cutting, hedge trimming, bramble clearance, planting trees and bulbs
  • Site management and maintenance: Updating four notice boards, carrying out visual inspections, undertaking small maintenance repairs

ADDITIONAL DUTIES

  • Be a designated key holder for emergencies, as part of a rota.
  • Follow safe working practices and be aware of the Parish Council's Health and Safety policies
  • Protective personal equipment (PPE) will be provided which you will be required to wear
  • Other duties that might be reasonably requested
  • Attend training or certification to carry out any duties where needed

WORKING WITH OTHERS

  • Work as part of a small team, being supportive and flexible in your approach
  • Being a point of contact for football clubs
  • Hold the 'outofhours' phone for emergencies as required

REPORTING & RECORDING

  • Record and maintain worksheets
  • Record, photograph and report faults and health & safety issues, including relevant online reporting
  • Submit timesheets for working hours

SKILLS AND COMPETENCIES

  • Hold a full UK driving licence to drive Parish Council vehicles
  • Have basic written and numeracy skills to maintain health and safety and worksheet records to a high standard
