Woroking on behalf of a Local Authority, Aatom Recruitment has a new opportunity for a Departmental Business Manager on a 3 months contract with the possibility of further extension. This role is HYBRID with 2-3 days/week in the office.

This role covers the Environment, Neighbourhoods and Growth departments.

Responsibilities

  • To effectively manage the Division Business Unit team and ensure that that it is operationally effective in terms ensuring administrative functions are planned, quality driven and that there is a high level of accuracy in delivery.
  • To support the Strategic Director and Departmental Management Team in ensuring that the service is business driven and meets the client's strategic objectives as well as statutory and contractual obligations.
  • To be responsible, in consultation with the Head of Performance and Delivery, for the development and long-term business planning of the business unit, division and department in line with client's priorities.
  • To be responsible for the production of documents and deliverables for senior managers, lead member briefings, Scrutiny Commissions, Cabinet and other decision-making bodies, steering groups and panels.
  • To be responsible for the collation of key strategic information returns for each divisional area as directed by the corporate centre.
  • To provide the Strategic Director and Directors with efficient, effective, and timely support to ensure the business of the Department and each division runs smoothly.
  • To always ensure that the best use is made of all available resources in the division, consistently aiming to deliver high quality, value for money services.
  • To ensure service contracts are managed through sound performance management and monitoring guidance and regimes. Managing the procurement, preparation of contract documents, specifications, and tendering process in full compliance with contract regulations.
  • To monitor and review the performance and quality of services in the Business Unit in accordance with the client's visions and values and lead on the core delivery, transformation, creation and support of customer service and support functions for the department.
  • To provide expert and up-to-date advice to the division, horizon scanning to ensure most current service delivery methods

Requirements

  • A relevant degree in an appropriate discipline or qualification or experience of an equivalent academic or professional standard.
  • A minimum of 3 years in a relevant management capacity within a large organisation and working in partnership
  • In depth knowledge of all aspects of the commissioning cycle, grant commissioning, contract specification, letting, monitoring and the associated processes and procedures of procurement.
  • Knowledge and good understanding of current initiatives and issues in local government.
  • Experience in leading, developing and monitoring the performance of staff involved in business support and partnership working.
  • Experience of motivating teams, contractors and commissioned services to deliver performance against targets.
  • Experience in assisting with developing divisional business plans, projects and performance management frameworks
  • Experience of commissioning and contract managing services in a partnership environment
  • Experience of working, engaging and influencing senior executives and elected members in an organisation technology and MS office skills (Word, PowerPoint, Outlook, Excel)
