Main duties of the job

In Greenwich, we recognise the need to move from organisationally-driven commissioned service provision to system-based, joint, tailored and prioritised commissioned interventions. As a result, the Council and the South East London Integrated Care Board (ICB) have come together to create an integrated approach to commissioning services within Greenwich.

All our new commissioning roles are jointly funded by the Council and the ICB, resulting in an exciting opportunity to work on behalf of both health and the local authority for children and families across Greenwich.

We want to ensure that in Greenwich, people's health, care, learning, wellbeing, and relationships support them in living their best lives. To do this we need to be commissioning for transformational change in the way we deliver our services for people, neighbourhoods and place. Our ambition is to enable our residents, providers and other stakeholders to co-design the development of our services, based on what matters most to Greenwich people. This will mean a far greater focus on local services, join-up, outcomes, collaboration and impact. Preventing avoidable poor outcomes, promoting and protecting good health, learning, safety and wellbeing and tackling health and care inequalities are key priorities.

The South East London Integrated Care System (ICS) brings together the health and care partners that serve our vibrant and highly diverse populations resident in the London boroughs of Bexley, Bromley, Greenwich, Lambeth, Lewisham and Southwark.

Our partnership brings together six local authorities, over 200 general practices, Guy's and St Thomas' Hospital NHS FT, King's College Hospital NHS FT, Lewisham and Greenwich NHS Trust, South London and the Maudsley Mental Health FT and Oxleas FT. Importantly, the ICS seeks to be connected to the communities we serve (circa residents) and work with the widest possible range of community, voluntary and third sector groups and organisations in each borough.

Person Specification

Knowledge

Essential

Educated to degree level or equivalent professional qualification or management experience or Knowledge acquired through experience or training. Good knowledge of health/care system, policy, priorities and practice along with experience of its implementation gained in a health, care or local authority setting Good knowledge of service design, behavioural science and transformation tools and strategies that drive improved outcomes for people. Sound awareness of the needs of vulnerable residents.

Skills and Abilities

Essential

Ability to understand and interpret a range of qualitative and quantitative data, including financial information. Ability to develop and manage projects and programmes which are outcome focused and stakeholder led. Ability to communicate effectively and accurately at all levels, including ability to write reports, business cases, briefings, and present information clearly in meetings and events. Excellent interpersonal, negotiation and influencing skills to effectively engage a wide range of internal and external stakeholders across the system and maintain credibility and the confidence of colleagues. Ability to adopt a systems leadership behaviour and implement these values across a complex health and care system to influence and effect system change.

Experience

Essential

Experience of managing political sensitivities and supporting change. Experience of managing teams of professional and/or specialist staff within a performance management culture.
