Job: IT Technical Writer / Systems Analyst

Duration : Long Term

Client is seeking a Technical Writer / System Analyst towork as a key member of the Design and Planning Team for IT networkinfrastructure projects. This role will work closely with the PMOoffice and be responsible for documenting procedures via job aidstemplates forms flow diagrams and presentation decks. They willcreate update training programs and conduct trainings as required.Responsibilities include analyzing problems; documenting businessprocesses; developing requirements user stories and acceptancecriteria; and managing requirements traceability and is a fastpaced organization with very high standards forwork quality and efficiency. This position is expected to handlemultiple projects and remain flexible and productive despitechanging priorities and processes. Ongoing improvement andefficiency is a part of our culture and each team member isexpected to proactively contribute to processimprovements.

RESPONSIBILITIES:

Create and update job aids templates forms flow diagrams andpresentation decks on the subject of technology project managementand the methodologies employed at (client) and Virginia InformationTechnologies Agency (VITA).

Consult with othermembers of the PMO and subject matter experts within theorganization to develop content for documentation and trainingprograms.

Work with the Project team membersand business stakeholders to understand business processes and painpoints

Develop expertise in the customersbusiness applications

Conduct Root CauseAnalysis to identify system gaps and deficiencies that require abusiness technical or blended approach for resolution

Diagram current processes and proposed modificationsusing process flows context diagrams and data flowdiagrams

Discover and document requirements anduser stories with a focus on improving both business and technicalprocessing

Decompose requirements into Epicsand Features and create clear and concise user stories that areeasy to understand and implement by technical staff

Utilize progressive elaboration; map stories to technicaldesign specifications to be used by internal staff to develop thesystem modifications

Identify and group relateduser stories into Themes document the dependencies and associatedbusiness processes

Assist Product Owner inmaintaining the product backlog

Createconceptual prototypes and mockups

Proposealternative solutions that balance cost and benefit and adequatelytest a solutions feasibility for business and technicalcompatibility

Collaborate with staff vendorsconsultants and contractors as they are engaged on tasks toformulate detail and test potential and implementedsolutions.

Perform Quality Analyst functionssuch as defining test objectives test plans and test cases andexecuting test cases (including regression testing)

Coordinate and Facilitate User Acceptance Testing withBusiness and ensure Project Managers/Scrum Masters are informed ofthe progress

KNOWLEDGE SKILLS ANDABILITIES:

Strong background intechnology project management.

Strongexperience in creating written documentation including update jobaids templates forms flow diagrams and presentationdecks.

Strong written and verbal communicationskills.

Strong analytical organizational anddecisionmaking skills.

Exceptionalinterpersonal skills for collaborating.

Abilityto plan in a rapidly changing environment and to provide guidancefor changes as required.

Exceptional verbal andwritten communication skills with the demonstrated ability tosimplify and briefly succinctly communicate complex issues tomultiple audiences.

Exceptional knowledge ofboth Agile and Waterfall project management principles andpractices.

QUALIFICATIONS

Thecandidate should have 10 years of overall IT experience withemphasis on technology project management.

Thecandidate must have a minimum of 2 years of experience creatingprocedure documentation such as job aids templates forms flowdiagrams and presentation decks.

The candidatemust be proficient in written communication tools such as WordExcel PowerPoint and Visio.

5 years ofexperience as an Agile Business Analyst; strong understanding ofScrum concepts and methodology

Experience withnetworking projects.

  • Experience organizing and maintaining Product and Sprintbacklogs.
  • Experience translating client andproduct strategy requirements into application requirements anduser stories.
  • Proficient with definingacceptance criteria and managing acceptance process withdevelopment.
  • Experience with large multimodulesystems.
  • Expertise with Microsoft Officeproducts (Word Excel Access Outlook Visio PowerPoint ProjectServer)
  • Experience with Application Lifecyclemanagement (ALM)
  • The candidate must haveexceptional written and oral communications skills and have theproven ability to work well with a diverse set of peers andcustomers.

Preferred:

CBAPand/or CSPO Certification

Experience using TeamFoundation Server for agile software development and work itemtracking

Experience with automated testingtools such as Test Complete

  3. Required 5 Years Agile Business Analyst;strong understanding of Scrum concepts and methodology.

  5. Required 6 Years Proficient withdefining acceptance criteria and managing acceptance process withdevelopment.
  6. Required 7 Years Experiencecreating wireframes and prototypes (using applications such asBalsamiq)
  7. Required 8 Years Experience withlarge multimodule systems.
  8. Required 10 YearsExpertise with Microsoft Office products (Word Excel Access OutlookVisio PowerPoint Project Server)
  9. Required 8Years Experience with Application Lifecycle management(ALM)
  10. Required 10 Years Exceptional writtenand oral communications skills and have the proven ability to workwell with a diverse set of peers and customers.
  11. Desired 3 Years Certified Business Analysis Professional(CBAP) or Certified Scrum Product Owner (CSPO)Certification
  12. Experience using Team FoundationServer for agile software development and work itemtracking.
