Job description

We are the Biomass Sustainability team, part of the Net Zero Strategy Directorate, a high-profile, friendly and diverse directorate at the centre of delivering Government's net zero ambition.

For biomass to play a role in reaching our net zero target, it must be sustainable and used in a way that delivers the greatest potential decarbonisation benefit. Sustainable biomass is a highly versatile material that can be used to support renewable electricity, heat and transport fuels production, as well as the displacement of fossil fuels in materials and chemicals production. Combining bioenergy with carbon capture and storage (BECCS) will be key for creating negative emissions that are vital for offsetting GHG emissions in the harder to decarbonise sectors, such as heavy industry, agriculture and aviation.

This Grade 7 role will lead on the delivery of the cross-sectoral biomass sustainability framework, governance and stakeholder engagement. This is a key commitment of the Biomass Strategy published in summer 2023 where we set out actions set out in the Biomass Strategy to strengthen the sustainability criteria. The development and delivery of the cross-sectoral biomass sustainability framework will be a complex and cross-cutting exercise and requires close working the existing G7 Biomass Sustainability criteria policy lead.

You will coordinate the delivery of the Biomass Sustainability consultation later this year and lead delivery of the government response. Depending on the implementation pathway you may also lead delivery of the framework.

The other key aspect of this role is biomass sustainability stakeholder engagement and governance, both at a domestic and international level to exchange best practices and keep track of international developments in this increasingly high-profile area.

You will lead a small team, with line management of 2 SEO's to deliver different aspects of the work, the area is truly cross-cutting and complex, with lots of interest from multiple stakeholder groups. You will need to work in a collaborative and flexible way to meet the team's aims and objectives.

Person specification

� Leading Biomass Sustainability Framework delivery through delivery of the Biomass Sustainability Consultation and delivery of the government response.

� Leading delivery of the framework depending on implementation route.

� Developing and maintaining excellent working relationships with teams within DESNZ and in OGDs; working collaboratively to build a shared understanding and agreements on details of the updated sustainability criteria.

� Overseeing Biomass Sustainability Governance, including operation of cross-government working-level and senior official boards.

� Leading stakeholder engagement with internal and external stakeholders and partners to understand risks, opportunities, and challenges facing the implementation of enhanced biomass sustainability criteria.

� Building and maintaining strong relationships, both within government and with external stakeholders.

� Drafting high quality advice for senior officials and Ministers, and providing timely input for PQs, FOIs and briefings, as required.

� Line management of 2 x SEOs

Essential criteria

Have excellent communication skills (written and oral), including the ability to present complex issues clearly and concisely to non-specialist audiences.

Have excellent interpersonal skills and an ability to build and maintain good relationships across multiple internal and external teams.

Have experience of leading policy development and/or policy delivery.

Are a problem solver with the ability to grasp technical or scientific issues and understand the strategic objectives of the department.

Have experience of planning and managing competing workloads to deliver high-quality work, with and through teams.

Have experience of developing proposals or advice for senior leadership and / or Ministers.

Desirable criteria

Knowledge and understanding of environmental and sustainability considerations and/or biomass is helpful but not essential.

Experience developing/leading a government consultation and response.
