The Client:

Our client is a forward-thinking Educational College based in Hampshire.

They provide exceptional teaching and learning facilities, providing first class courses with a strong vocational orientation and skills which meet local and regional skills needs and allow for progression from 14+ to Higher Education.
The Opportunity:
For this Head of Finance position, you will lead and manage a finance team of four and to ensure that the financial controls are adequate at all times.
You will provide timely and accurate financial and management information according to accepted accounting practices and legal requirements. This role will report to Director of Finance & Corporate Services.
Some of the key responsibilities for this successful person would be but no limited to:
* Handle the day-to-day leadership and management of the Finance department to ensure an effective and efficient support team.
* Prepare financial reports and returns and the monthly management accounts for review by the Director of Finance and for subsequent consideration by the Senior Management team and Governors.
* Ensuring compliance with internal controls and the Financial Regulations and at the same time develop efficient internal systems and processes which minimises waste and duplication and enhance customer service.
* Providing regular, timely online real time monitoring reports to all budget holders and assisting them in the interpretation of the information when needed.
* Manage the budgeting process and implementing budgetary controls.
* Be responsible for the preparation of the statutory accounts for the organisation and any subsidiary companies. Ensuring that all external financial statements are prepared to the highest standards of accuracy, clarity and compliance, working closely with, and acting as the primary point of contact for the financial auditors, internal auditors.
* Produce management information to the Senior Management Team.
* Day-to-day treasury management in line with policies and procedures.
* Managing all functions within the Finance department, including sales ledger and credit control, purchase ledger and supplier payments, banking and cash, student finance including funds available for learner support, maintenance of the Fixed Asset register and with a responsibility for payroll checks (the payroll function administered in HR).
* Play a key role with the Director of Finance in developing, implementing, and reviewing all aspects of the organisations financial, accounting, departmental budgets, management and reporting at the same time maintaining strong financial health of the College.
* Manage the Financial System (Symmetry Financials) and ensure staff are trained.
* Responsible for taxation issues, including VAT - under a partial exemption regime and, statutory payroll returns.
The Candidate:
The successful Head of Finance will be/have:
* Qualified Accountant - (ACA/ACCA/CIMA/CIPFA)
* 3 - 5 years post qualified experience ideally, incl. experience in an FE college or similar
* Excellent technical accounting and management skills
* Practical knowledge of computerised accounting systems and ability to use Excel to a high standard
* Good organisational skills with the ability to prioritise and achieve deadlines
* Accuracy and attention to detail is particularly critical
* Recent experience of team management
* High level of personal integrity, commitment to appropriate public sector principles of accountability
* Balanced personality with good inter-personal and communication skills
* Ability to organise, lead and motivate staff in a changing environment
* A thinker and a doer.
* Prepared to put forward ideas.
