Job responsibilities

PURPOSE OF THE ROLE:

The Chief People Officer will lead the development anddelivery of a long-term people strategy for the Somerset Integrated Care System(ICS), ensuring this reflects the needs of our overarching Health and CareStrategy Our Somerset Strategy - NHS Somerset ICB, the NHS Long Term Workforce Plan and integrates with the plans of all relevant partnerorganisations. The role will also leadthe people function at NHS Somerset Integrated Care Board (ICB).

The postholder will work in collaboration with thepeople and workforce leads from partner organisations, including Somerset NHSFoundation Trust and Somerset Council, primary care, the voluntary sector, andlocal education providers to ensure alignment to system priorities andassurance around delivery.

The role will oversee and provide strategic directionto a highly complex programme of work which contains a number of workforceprogrammes that will deliver service change through collaboration andpartnership. The focus will be on the implementation of system enhancementsdesigned to provide improved health and quality of care, steadfast cost controland services focussed on individual need through workforce development.

The role will also work with system partners todevelop a comprehensive and integrated programme of organisational and systemdevelopment and will work with the ICB Chief Executive and other members of theICB Executive team to provide professional leadership and support to any futureprogrammes of organisational change.

The individual will lead the development of ICS wideplans to enable our health and care system to continue to grow their workforceto meet future need, ensure adequate workforce supply and develop a oneworkforce approach across the ICS which is representative of the localcommunities served.

The Chief People Officer reportsdirectly to the ICB Chief Executive and isprofessionally accountableto the Regional Director of Workforce and Organisational Development.

The role will be a non-voting memberof the Somerset ICB board, each board director is jointly responsible forplanning and allocating resources to meet the four core purposes of ICSs;

to improve outcomes in populationhealth and healthcare;

tackle inequalities in outcomes,experience, and access;

enhance productivity and value formoney and

help the NHS support broader socialand economic development.

Chief People Officer

The Chief People Officer (CPO) is a key member of theNHS Somerset Integrated Care Board (ICB) executive leadership team responsiblefor leading the development and implementation of our people and workforcestrategy and fostering a positive culture across our wider system and withinthe NHS Integrated Care Board (ICB) ensuring that Somerset builds on itsreputation as a place that people choose to come to live and work.

The postholder will also lead the workforce functionat Somerset Integrated Care Board (ICB).

The CPO will lead initiatives that promote employeeengagement, diversity, equity, inclusion, and well-being, ensuring that theworkforce is motivated, well-supported, and aligned with our strategicobjectives.

Person Specification Experience
  • Extensive experience in a senior workforce/people leadership role.
  • Substantial experience of operating at board level and leading within a complex regulated environment.
  • Proven track record of developing and implementing successful people and culture strategies.
  • Experience of convening partners to deliver change across organisational boundaries.
  • Demonstrated experience in fostering a diverse, equitable, and inclusive culture.
