Job summary

The Non-Admitted Hospital Transformation Team is responsible for supporting key strategic deliverables outlined in the NHS Urgent & Emergency Care (UEC) recovery plan through the delivery of the programme's business plan objectives and priorities for 24/25.

Our team members support a wide range of high-profile projects, programmes, and transformation initiatives within NHS England, with most of our work delivering against national health and care priorities. Some examples of the programmes include Same Day Emergency Care (SDEC), Acute Frailty, Emergency Department, and the Emergency Care Data Set.

We are keen to hear from candidates who are passionate about transformation and making a meaningful impact on the wider NHS. We would also invite candidates who have a clinical background to apply. Please note that this position is for a fixed term/ secondment for 12 months to backfill a member of the team who has been successful in an external secondment.

Main duties of the job

As Senior Programme Manager, the post holder will work with the wider team to deliver the national ambitions outlined in the programme plan. The post holder will work as part of a dynamic team shaping services nationally, using data to evidence effective service delivery and providing opportunities for effective clinical and operational efficiencies.

The post holder will manage dependencies of varying complexities, planning, and feeding into larger programmes and portfolios. They will manage stakeholders by supporting and influencing, managing constraints and problem-solving to remove blockers. You will also be expected to:o Support the strategy and operational policies that drive forward vision for NHS England as set out in the UEC Recovery Support the senior team in best practice change and project management methodologies and support transformational change across NHS England, assisting alignment across the systemo Demonstrate flexibility and support programmes and projects where necessaryo Engage with stakeholders to achieve a common purpose and realise mutual benefitso Understand the corporate Programme Management Office (PMO) function and utilise and promote existing and new corporate project and programme processes and productso Support successful project/programme activities including the development of programme boards/sub-groups and ensure secretariat arrangements function well

Job description

Job responsibilities

The role is to provide leadership to the hospitals programme team to enable significant transformational change in hospitals throughout England, either as a Senior Programme Manager or as a subject matter expert. The post holder will be responsible for their own workstreams within the programme based on business plan priorities.

The role will be able to provide key aspects of senior programme management and delivery for the project/programme, including organisation, development, implementation and evaluation of strategy and corporate priorities. Liaising with policy teams and other key teams and functions to support delivery of the programme. The post holder will have an in depth understanding of key stakeholders needs, as well as working with key stakeholders and partners to deliver the national ambitions.

Ensuring progress reporting, risk and issue management, managing the relevant programme delivery teams business support function, developing and maintaining the teams project or programme scope, PID and plan is delivered and monitored to a high standard.

Person Specification

Qualifications

Essential

Educated to degree level in relevant subject or equivalent level qualification or significant experience of working at a similar level in specialist area Educated to Post-graduate degree level in relevant for Management Studies subject or equivalent level qualification or significant experience of working at a similar level in specialist area. Further training for PRINCE2 / Managing Successful Programmes / AGILE or significant experience in project management, financial and budgetary management or supporting change management processes.

Knowledge and experience

Essential

Demonstrated experience of delivering successful transformational or change projects within priority programmes. Understanding of the complexity of health and social care systems Significant experience of successfully operating in a politically sensitive environment. Experience of managing risks and reporting.
