KeyDuties/Accountabilities:

To support theGroup Manager Commercial with implementing the Council sProcurement and Contract ManagementStrategy

Leaddevelopment of new contracts including advising Executive Directorssenior management and departmental management teams on procurementand contract management matters whilst ensuring compliance withrelevant legislation

Skill up theorganisation in best practice procurement through training coachingwritten guidance and use of procurement relatedsystems.

Leaddepartmental managers and teams to develop new procurement activityand contracts delivering clear service improvements and real cashsavings;

Leaddepartmental managers and teams on the assessment of current needsand expenditure assessment of markets and early engagement withmarkets

Maintain strongpresence in external networks to identify collaborativeprocurements or innovativeapproaches.

Advise seniormanagers on all procurement and contract management issues; buildstrong and positive relationships across the Council and champion aquality and performance related culture to ensure service deliveryis effective and responds to identified needs and the Council candeliver its key objectives.

Ensurecompliance with relevant legislation particularly the PublicContracts Regulations GDPR and Freedom ofInformation

EssentialExperienceRequired:

Experience in alarge complex multiservice organisation managing across technicalor professional areas isessential.

Experience ofleading and managing significant organisational change withevidence of achieving tangible benefits including supporting theimplementation of new organisational structures systems and / ornew and flexible ways of working isessential.

Experience offinancial and budgetary management with the ability to formulatefinancial strategies that provide value for money and putsstakeholders at the centre of financial decisions isessential.

EssentialQualificationRequired:

Managementqualification anticipated to be degree level Post Graduatequalification (e.g. ILM7/MBA) or vocational equivalent. CIPSqualifications at levels 4 or above or the Certificate in PublicProcurement isessential.

Membership of arelevant chartered or professional body the Chartered Institute ofProcurement and Supply isessential.

Additionalinformation tonote:

Working hours:37 hours perweek.

The role ishybrid with two days working in theoffice.
