The Role
An exciting opportunity has arisen in Adult Commissioning for enthusiastic, committed and self-motivated people to join the Commissioning and Homes for All Team as Contracts Performance Officers.
It may be that you have not considered opportunities in commissioning previously, but the job provides a real opportunity to gain experience in how commissioning and contract management supports the wider Adult Services agenda, and also to be a part of the influencing of service developments that directly affect the lives of the people supported across Adult Services.
You will be working with a wide range of individuals and organisations to ensure the effective delivery of our contracted services and ensuring effective approaches to meeting assessed needs and preferences. In so doing you will be critical in building on a successful programme of joint commissioning and contract management across partners both in-house and external to Tameside.
About You
As a Contracts Performance Officer, you will understand that achieving outcomes for people is integral to good service delivery and that the person is at the centre of all we do in terms of effective monitoring. For this role you will need to be methodical as well as having good communication, numerical and analytical skills.
Planning, commissioning and the monitoring of services must be based on the premise that each person has inherent potential, is valuable, resourceful and can make a meaningful contribution to their wider community if we find ways of including them. Central to the role will include working with both providers and people and their families to ensure the voice of the service user is heard and incorporated in service planning, design and monitoring. By helping support and nurture our communities so that people can better support those most disadvantaged members, with individuals taking responsibility for wider society, each person can grow and become more independent and integrated.
The Team has responsibility for working with budget holders to determine commissioning options and the subsequent procurement of services across the whole of adult social care. The Contracts Performance Officer is key to ensuring that we receive value for money and also that we see a social return on our investments in terms of achieving social value.
Contract Performance Officers work closely with independent, voluntary and community sector providers as well as working closely with the wider commissioning team and commissioning managers. They will also support the Safeguarding process and the delivery of Freedom of Information Requests to the team and providers.
The post may include joint working with other authorities in the North West to develop and implement cross-authority commissioning and contract monitoring. As part of an integrated Single Commissioning Function the scope of the work undertaken is expanding to ensure that a whole health economy approach is undertaken when commissioning and monitoring new services.
