Job summary

The postholder will be a key member of the LMNS team.They will be responsible for analysing maternity and neonatal outcomes, workingwith system partners to support the delivery of high quality and safe services.

They will be required to work closely with a numberof stakeholders including the clinical leads across the Suffolk and NortheastEssex, Public Health, Local Authorities and maternity and neonatal serviceusers.

Main duties of the job

As the LMNS Quality and Safety Assurance Lead, you will be required to work closely with other organisations, to drive forward transformational change to support delivery of the three-year delivery plan for maternity and neonatal services and contribute to the LMNS vision that Suffolk and Northeast Essex will provide the best maternity and neonatal services in the East of will have in-depth expert knowledge in quality improvement, system transformation and assurance. You will be required to negotiate, problem solve, think strategically and able to build effective relationships with a wide range of stakeholders.

The Suffolk and Northeast Essex Local Maternity and NeonatalSystem (LMNS) are recruiting a Maternity and Neonatal Quality and Safety AssuranceLead to join their team.

As part of the team, you will be work closely with otherswithin the Integrated Care Board, the trust maternity and neonatal serviceleads, public health and NHS England. Your role will be to act as a criticalfriend, overseeing the maternity and neonatal quality agenda across the threesites located within Suffolk and Northeast Essex. The successful candidate must be organised and motivated to work autonomously. They must have sound clinical knowledge and be able to demonstrate their ability to embrace a problem and lead change. Job description

Job responsibilities

Promotesclose and constructive working relationships with service providers, localauthorities, medical, midwifery and nursing colleagues, service users andvoluntary sector teams. Worksclosely with other support teams within the ICBs, including businessintelligence, safety, risk and quality, as well as finance and contracts. Activelyparticipates in workstream meetings, Safety Forum, multi-agency meetings,clinical network meetings and others as required for the role. Ensures and supports the implementation of new systems or processes to improvethe experience of women, pregnant people and families using the maternity and neonatalservices. Uses quality/outcomes improvementmethodology to support the transformation of services to improve access tomaternity and neonatal care and ensuring that families receive the best startin life. Evaluates and interprets national and local maternity & neonataldashboards, clinical research and best practice and communicates highly complexand contentious information to a wide range of healthcare professionals,managers, staff, families and external stakeholders. Provides advice and guidance on quality improvement within clinicalpractice. This will include participation in discussions with bothprimary, secondary and third sector services and attendance at stakeholdermeetings, using developed interpersonal and communication skills. Supports colleagues in process mapping workshops with service users andclinicians. Devises action plans to deliver service changes. Liaises with colleagues on any complex problems and situations thatoccur and collaboratively identify solutions. Manages the planning and facilitation of audits, reviews outcomes and monitorsthe effectiveness of progress against audits. Person Specification

Knowledge and Experience

Essential

Significant experience of successfully operating in a politically sensitive environment. Demonstrated experience of co-ordinating projects in complex and challenging environments. Experience of managing risks and reporting. Experience of drafting briefing papers and correspondence at SMT level. Experience of setting up and implementing internal processes and procedures. Experience of creating and giving presentations to a varied group of internal and external stakeholders.

Desirable

Experience of monitoring budgets and business planning processes. Understanding of the public sector. Demonstrated experience in a Healthcare environment. Comprehensive knowledge of project principles, techniques and tools, such as Prince 2 Foundation and Microsoft Project. Experience in proposing changes in conjunction with working groups which have wider implications/develops sector wide performance, service policy. Experience of partnership working and the ability to develop sustainable relationships with key bodies and individuals. Experience of coproduction with service users and multiple service providers. Experience of managing clinical risk and issues.

Qualifications

Essential

Educated to degree level in relevant subject or equivalent level qualification or significant experience of working at a similar level in specialist area. Post-graduate degree in Management Studies or equivalent. Evidence of continued professional development.

Demonstrated capabilities to manage own workload and make informed decisions in the absence of required information, working to tight and often changing timescales.

Numerate and able to understand complex financial issues combined with deep analytical skills. Knowledge of Financial Systems monitoring budget management, processing invoices and procurement. Demonstrated capability to plan over short, medium and long-term timeframes and adjust plans and resource requirements accordingly. Demonstrated capabilities to manage own workload and make informed decisions in the absence of required information, working to tight and often changing timescales.
