We are looking for a programme leader, with a proven track record of facilitating improvement to support our system to drive the best possible outcomes for patients. Recovery of elective, cancer and diagnostics services are a top priority for the system. Working with system partners, including our local NHS Trusts and the independent sector, we want to ensure the recovery of elective care services and delivery of Operational Planning priorities, as well as supporting transitional and transformational change across elective services and pathways.

Main duties of the job

The postholder will be responsible for contributing to the development of our elective care strategy, working closely with other programme leads across the Operations and Delivery Division and our clinical and operational system partners to ensure timely access to effective elective care services for the population across Herefordshire and Worcestershire. Requirements for the role include:

Proven track record of planning and delivering performance and transformation programmes and projects and services on time including monitoring progress against regional and national elective care ambitions.

Highly developed communication skills with the capability to analyse, review and make sense of highly complex, sensitive or contentious information across a diverse range of subjects relevant to elective care.

Experience of producing elective performance and improvement reports for regional and national audiences including representing the Region. Ability to deputise for elective care senior managers in regional/national meetings.

Detailed understanding of elective waiting time standards with strategic and operational experience of monitoring and interpreting elective care data and using this to improve performance.

Understanding of improvement and productivity programmes across elective care service such as NHS Getting it Right First Time and Further Faster.

Job responsibilities

The key elements of the role are:

Support the operational commissioning and service development for the ICS, specifically elective care. This will include oversight and development of the elective care strategy

Report progress against operational and transformation objectives in relation to ICS elective programme

Build and sustain effective reporting to Regulators with information requests and progress reports submitted on time and to satisfactory standards

Support the development of strong working relationships with multiple teams and organisations across the ICS, to further health and care delivery and improve patient outcomes

Review and evaluate performance and delivery, identifying areas for improvement and transformation by either individual organisations or by place or collaborative arrangement across the ICS system

Use in-depth knowledge and experience of operational healthcare management to influence, plan and review provision, to identify improvements and service redesign required

Apply matrix working across the system to ensure whole pathway opportunities are maximised and interfaces across pathway developments are secured

Qualifications

Essential

QSIR / PRINCE 2 or similar project management qualification Relevant degree-level qualification or higher

Desirable

Post-graduate qualification or equivalent experience in healthcare commissioning
