Job summary

Mid and South Essex Local Maternity and Neonatal System (LMNS) is the maternity and neonatal arm of the Integrated Care Board (ICB). We are looking to recruit a motivated and organised strategic leader to provide programme management and commissioning expertise to deliver the NHS England Three-year Delivery plan for Maternity and Neonatal Services within our team.

The LMNS Programme and Commissioning Manager will work closely with the LMNS team to ensure maternity and neonatal services are safer, more personalised, and more equitable, whilst meeting the needs of the local population. They will be responsible for ensuring the programme and its projects are delivered on time and within budget, whilst working closely with key stakeholders from across the LMNS. They will recognise the importance of evaluation, enabling opportunities to demonstrate the impact of local quality improvement and transformation at local, regional, and national levels.

This role presents a great opportunity for someone to work at a system level, providing leadership and coordinating the programme of work associated with the LMNS. The opportunity to lead and manage change means this role can ensure that service users and their families are at the centre of what we do.

Predominantly Home Working - Some working from our Basildon office and across Mid and South Essex areas

Main duties of the job

The LMNS Programme and Commissioning manager will support the strategic leadership of the LMNS, as an integral member of the team. They will work closely with the LMNS Consultant Midwife and SRO to deliver the NHS England Three-Year Delivery plan for Maternity and Neonatal services.

They will provide programme management expertise as well as commissioning knowledge to inform the ongoing monitoring and evaluation of services. A key responsibility of the LMNS is to commission Maternity and Neonatal Voices Partnerships (MNVP), ensuring the service user voice is embedded in service improvement and development. This individual will need to work closely with the MNVP to ensure they are central to local and system level decision making and that they have the necessary resources to undertake their role in line with national guidance.

This role will support coordinating and leading both the LMNS programme delivery, its evaluation, and its learning, ensuring system governance processes are utilised and work effectively.

The postholder will need to build effective working relationships with both internal and external stakeholders, to support the engagement of a wide variety of different people and organisations. They will need excellent communication skills to do this, alongside demonstrable leadership experience and knowledge.

ROLE PURPOSE / SUMMARY

The Mid & South Essex Local Maternity & Neonatal System (LMNS) is a group of local system leaders that include provider, commissioner, and other local organisations, with the active involvement of service user representatives. The purpose of this role will be to lead the development and implementation of commissioning strategies for maternity and neonatal services aligned with the priorities and deliverables of the NHS Maternity Transformation programme (MTP) and the NHS Long Term Plan. The LMNS Programme and Commissioning Manager will work closely with the LMNS team to ensure maternity and neonatal services are safer, more personalised, more equitable, and meet the needs of the local population.

The post holder will provide strategic leadership to deliver the NHS England Three- Year Delivery Plan for Maternity and Neonatal Services. They will be responsible for providing programme management and commissioning expertise and for ensuring programmes and projects are delivered on time and within budget through the use of best practice methods and high-quality outputs. They will also recognise the importance of evaluation, to enable opportunities to demonstrate the impact of the quality improvement and transformation at local, regional, and national levels.

COMPETENCY BASED KEY DELIVERABLES

Provide programme management leadership to deliver NHS Englands Three-Year Delivery plan for maternity and neonatal services, as part of the MTP, working with a range of internal and external stakeholders at both local, regional, and national levels. Be responsible for the commissioning of safe, personalised, and equitable maternity and neonatal services across Mid and South Essex, ensuring processes are in place to continuously monitor and evaluate their effectiveness. Lead on the development of the maternity service specification to ensure that service providers meet the appropriate compliance standards. Ensure that the voices of service users are central to decision making, as active members in the co-production of maternity and neonatal services. As part of this, support the continuous function of the Maternity and Neonatal Voices Partnership (MNVP), ensuring they are commissioned in line with national guidance. Develop and lead non-clinical improvement or transformation projects to support the LMNS programme and hold responsibility for managing and monitoring the transformation funding resource. Provide programme and project management leadership and expertise to the LMNS, including wider stakeholders, to ensure implementation of the Three-Year Delivery Plan for maternity and neonatal services. Ensure robust LMNS/ICB governance processes are in place to meet regional and national NHSE reporting requirements. Support robust governance and assurance processes to facilitate the effective delivery of the LMNS programme, and its associated projects, including tracking actions and monitoring progress/performance, escalation of issues and demonstrating the successes and benefits delivered from individual programmes of work. Demonstrate the ability to communicate and provide highly complex information to a wide range of internal and external stakeholders. Build and sustain effective working relationships throughout the local health and social care economy and within the wider public and voluntary sector community. Contribute to the MSE LMNS clinical governance agenda by setting, implementing, and evaluating best practice in maternity and neonatal care. Contribute to setting long term strategy ensuring the aims and objectives of the organisation/system are embedded and progressively built upon, as well as taking responsibility for the implementation of one or more plans which align with it. Responsible for one or more budgets.
