We are seeking a highly skilled Technical Lead to provide strategic direction on solutions design, technical expertise, and leadership experience to support the successful delivery of a large-scale digital programme.
Main Responsibilities- Provide strategic direction on solutions design and technical expertise to shape core technologies for the integration of records.
- Lead the technical elements and wider system programme team to ensure that technical workstream and programmes are planned and carried out effectively, safely, and securely.
- Develop and implement solutions for improving the flexibility and efficiency of systems integration, reducing the complexity of information systems in a cost-effective manner.
- Manage the technical relationship with suppliers and system partners, ensuring that technical work is carried out to the highest standards.
- Develop programme documentation, including technical standard operating procedures, technical documentation, and assurance reporting.
Mid and South Essex Integrated Care System (ICS) is a statutory organisation responsible for the planning and delivery of local health and care services. Person Specification- Master's level education or equivalent level of experience in a specialist technical area.
- Extensive knowledge of technical specialist areas, acquired through postgraduate diploma or equivalent experience or training.
- Evidence of post-qualifying and continuing professional development.
- Understanding of current health and care policy and its implications on engagement.
- Knowledge and experience of working with master patient index management systems.
- Digital transformation knowledge and experience in an NHS and/or social care context.
- TOGAF certification or equivalent qualification.
- Experience of negotiation with senior stakeholders, presenting complex and sensitive information to large and influential groups.
- Experience of working at strategic level, able to recognise direction and implications of policy and potentially competing priorities/interests.
- Experience of leading, managing, developing, influencing, and inspiring staff.
- Strong integration knowledge and experience, including HL7v2, batch files uploads, and on-demand API (IHE profiles, FHIR).
- Knowledge and experience with Orion Health or equivalent information sharing software.
- Problem-solving skills and ability to respond to sudden unexpected demands.
- Ability to analyse complex facts and situations and develop a range of options.
- Takes decisions on difficult and contentious issues where there may be a number of courses of action.
- Strategic thinking - ability to anticipate and resolve problems before they arise.
