Overview

To successfully manage and develop the Security operation at Bangor University, effectively delivering the required services in a customer-focused manner and within budget.

To provide initial operational incident management and to escalate and handover incidents as required.

To provide security advice and expertise to senior management and to input into security-related developments and initiatives.

Purpose of the Job

The successful candidate will:

Lead and manage a team of approximately 28 staff, under the direction of the Head of Facilities Operations. Nurture the staff to engage and motivate the individuals and build the team ethos. Develop its operations and work processes to instal standards and ensure consistency in approach. Ensure that the staff work in a safe and productive manner at all times, providing an efficient and effective 24-hour service, safeguarding the University’s buildings, assets and estate for students, staff and visitors. This includes all daily operational matters related to security for staff, students, visitors and the University estate, including building access and car parking. Provide initial incident management and action escalation procedures as appropriate. Manage and develop a security service that meets the changing demands of the University’s operating requirements. When necessary, deputise for the Head of Facilities Operations, particularly as related to an event or emergency management.

The Security and Response Manager is a responsible position and the successful postholder will be a well organised, clear-thinking individual who can operate calmly under pressure, but who can also motivate their team and engage successfully with our student and staff communities. A customer-centred approach is required, whilst maintaining security standards and budgetary control.

The Security & Response Manager is a key role and you will be privy to highly sensitive information, where discretion and confidentiality are paramount.

Main Duties and Responsibilities

Manage the Security operation, delivering an effective and responsive security service. This will include the management of the Security team (& any security contractors) and the Security control rooms to provide continual security cover and an appropriate response service for the University. Management of the CCTV system and its operation, the alarm monitoring processes and production of accurate logs and reporting mechanisms and effective communication are key aspects of this. Prioritisation and delegation of duties, staff deployment and provision of staff cover are critical components. Be operationally involved in key university activities and events. Manage the University’s car parks and co-ordinate parking and traffic control arrangements for events, including the briefing of staff. Input into the planning and development of parking-related initiatives and enhancements such as parking payment options, parking permits and electric vehicle charging schemes. Input into the development of sectional Key Performance Indicators to support the University’s and Campus Services’ strategic objectives and mission and values. The postholder will be responsible for the section’s performance and its monitoring. This will include identifying, recommending, and monitoring against set KPIs. Provide and co-ordinate on-the-job training and mentoring for the team. Proactively review the existing security operation, service demand and resource allocation ensuring continued flexibility to meet the requirements of the University. Develop, review and implement Risk Assessments and Safe Systems of Work Hold budgetary responsibility for the section, managing an overall budget of c. £1,200,000. Be expected to be flexible with regard to working hours in order to effectively manage the team and its operation; the postholder will be the out-of-hours emergency contact for the section. Provide technical expertise and advice with regard to physical and personal Security across the University and advise the Senior Leadership Team / Management Team. When requested, prepare and deliver tailored security advice to groups of students or staff. Lead on the operational roll out and related policy and procedure changes that are anticipated under Martyn’s Law and any similar legislation. Review security arrangements across the University, developing security risk assessments and advising on appropriate security systems and provision, encompassing for example, alarm installations, access controls, CCTV. Contribute to emergency planning and business continuity processes, such as contingency planning, including liaison with external agencies and senior University staff. Undertake a key role in the operational response to emergencies, particularly with regard to incident management and emergency escalation. The postholder will provide operational incident management and will undertake the role of Operational Incident Manager in an emergency incident. This will involve the escalation, delegation and hand-over as appropriate and as per the University’s Emergency Management Plan. Proactively engage with colleagues in other Universities through AUSCO including the identification of Higher Education specific threats or trends and advise the Senior Leadership Team / Management Team of relevant security intelligence gleaned via networks. Build a strong relationship with local and national contacts in the emergency services, particularly North Wales Police and North Wales Fire and Rescue Service.

Qualifications/Training

Essential

A degree  OR possess equivalent relevant professional experience in a related field. A relevant SIA (Security Industry Authority) licence or a willingness to work towards this within a specified timeframe.

Experience/Knowledge

Essential

Experience of working in a role with security responsibilities or working in allied uniformed services. A demonstrable track record of managing risk. Experience of managing teams working outside of standard office hours. Budget management experience. Experience of working in a demanding and customer-focused environment with a commitment to meeting subsequent expectations and delivering efficient services. Experience of dealing with emergency incidents A thorough understanding of PREVENT and CONTEST

Desirable

Experience of line managing teams on multiple sites. Experience of technology to support the Security team including an online incident reporting system, CCTV / Bodycam systems and other general university systems. An understanding of safeguarding, particularly in a educational context

Skills/Abilities

Essential

Proven leadership and people management skills with an ability to motivate a team but also engage successfully with customers and stakeholders. An ability to prioritise and plan workloads. An ability to operate calmly but effectively in challenging situations. A willingness to engage with technology to support the Security team, including an online incident reporting system, CCTV / Bodycam systems and other general university systems. An ability to work under pressure with tight timeframes and to be able to demonstrate that you can multitask and manage conflicting operational priorities in an operationally demanding environment.
