Job summary

The Deputy Head of Clinical Engineering/Clinical Engineering Expert has a leadership and management responsibility for the on-going development of a high quality Clinical Engineering service.

Implicit in the role is the provision of specialist expertise and advice for a wide range of highly complex medical equipment used for the examination, diagnosis and treatment of patients.

The post-holder is a key leader in the challenge to improve the profile of Clinical Engineering, providing expertise to senior management groups within the trust.

The post-holder line manages the workshop leads on the trust's 3 main sites, providing clinical technical and professional leadership at a strategic level, ensuring the medical equipment management and maintenance services meets the needs of the trust.

It is essential for the post-holder to work effectively with professionals from a wide range of disciplines with knowledge and understanding as the trust develops and implements its Sustainability Transformation Plan.

The post is firmly based in supporting the wide-ranging clinical services for the ultimate benefit of patients. Part of this work is to pro-actively identify upcoming medical equipment replacement requirements and pro-actively contribute to the trusts' transformation plans.

Main duties of the job

Expert Practice

Is the lead Clinical Engineering Expert (CEE) for a wide range of highly complex medical equipment used for the examination, diagnosis and treatment of patients. Provide expert clinical scientific/technical advice to clinical teams and other professional staff on the specification, tender, evaluation, selection, purchase, configuration and safe and effective use of medical equipment for the diagnosis and treatment of patients. Achieve optimum clinical, operational and financial solutions. Provide expert advice to senior management teams on strategic clinical developments and medical equipment capital replacement programme. Advise and guide the safety work of the trust's Clinical Applications Engineers/Medical Device Safety Officers providing expertise and audit in the investigation of adverse incidents, responses to Field Safety Notices, MHRA Medical Device Alerts as necessary. Provide advice and agree configuration settings for new medical equipment with clinical users so that each device in the clinical arena looks and performs the same - an important patient safety consideration.

Person Specification

Qualifications

Essential

BSc Honours degree (1st or 2nd class) in a relevant subject or equivalent & MSc in relevant specialist subject or equivalent Membership of IPEM or on Register Clinical Technologists

Desirable

Chartered Engineer CEng / Chartered Scientist PhD in relevant subject area or equivalent

Specific Requirements

Essential

Knowledge of national / international policies/guidance/standards and initiatives in Health Technology Management.

Desirable

Previous experience in managing Clinical Engineering KPIs

Evidence of Particular Knowledge Skills and Aptitutes

Essential

Extensive specialist knowledge of patient connected medical equipment. Extensive specialist knowledge of delivery of clinical services within an acute hospital and the relationships between clinical service delivery and medical equipment and services. Ability to communicate effectively scientific concepts to other disciplines. Ability to work with other disciplines in a clinical setting. Ability to use MS Office applications effectively

Desirable

Range of IT skills including understanding of networked medical equipment systems.

Previous Experience

Essential

Substantial experience in role of Clinical Engineering Expert Substantial experience in developing tender specifications and leading purchase process through to completion. Experience in developing medical equipment configuration settings. Experience in undertaking root cause analysis of adverse incidents Excellent organisational skills in leading a multi-disciplinary team Excellent organisational skills in leading a multi-disciplinary team and ability to manage staff
