Job summary

The post holder will be responsible for strategic and operational management for the Capital Projects team.

As part of a dynamic estates team operating within the United Lincolnshire Hospitals NHS Trust you will provide day-to-day leadership, line management responsibilities, project management and co-ordination of a number of complex and high-level projects which will impact across the Trust. To ensure that our services, practices and resources are effectively applied in order to help deliver the projects within timescale and to budget.

The post-holder will use project management methodology and be responsible for liaising with a range of service leads (both clinical and non-clinical), staff, service users and external stakeholders, in order to ensure full engagement and success of all Capital Projects.

Responsible for compiling business plan, developing strategy for area of activity, ensuring implementation and that performance targets, strategic objectives are met; contributes to corporate policies and strategy.

Main duties of the job

Work with the site Capital Project teams across all three sites to deliver major and minor projects across the Trusts estate and future developments. Manage and monitor, using complex programme management methodology for reporting on performance, risks, issues, timing, quality and benefits realisation, and ensure the programme is reported through the appropriate governance framework. Monthly reports with accuracy on time, quality and cost. Advise the Head of Capital Projects on issues relating to capital project delivery by way of exception reporting. Immediate escalation in respect of change to cost plan, budget, CFF, Timelines of delivery completion. Ensure a comprehensive Risk Management Strategy is adopted for every project within their remit which deals with the complexity and potential impact on the programme. Ensure projects deliver excellent healthcare environments through application of industry standards and best practice, embedded in the project delivery processes. Ensure projects are planned and executed with due care and consideration to maintaining the health, wellbeing and safety of those involved in the delivery of projects, ensuring compliance to statutory regulation. Analyse highly complex facts, interpret and use as the basis for the formulation of Capital development options. Analyse performance of the Capital team in relation to performance against capital targets and strategic objectives. Advice in areas where expert opinion differs.

Qualifications

Essential

Professional knowledge plus additional specialist, management knowledge acquired through training and experience to Masters level equivalent Project Management Qualification APMP, Prince 2 or equivalent experience Qualification or experience in the use of AutoCAD

Desirable

Member of an appropriate professional organisation ( RICS or CIOB).

Previous Experience

Essential

Technical knowledge of building design and construction Familiarity with Health and Safety regulations including CDM Has a broad understanding of specific legislation, both national and NHS policies relating to building and engineering services within the healthcare environment Understanding of the Building Regulations Knowledge of utilising information systems to achieve management of contractors Previous experience of estates project management in the NHS or equivalent complex organisation Specialist knowledge backed by extensive experience in the delivery of complex programmes of estates capital investment Experience in planning and delivering multiple projects within a complex programme over multiple years of investment Thorough understanding of the principals of construction procurement and delivery and an ability to evaluate and select the most appropriate delivery mechanisms Extensive knowledge of the strategic approaches to construction project delivery in the public centre for example the use of: Public Sector Construction Works Framework, Partnering, P22 etc Experience of receiving highly complex facts and information regarding situations and making judgements which require the analysis, interpretation and comparison of a range of options Experience of working in a team which formulates long term, strategic plans involving uncertainty and has impacted across whole organisations

Knowledge of specific healthcare guidance HTMs and HBNs and other DoH guidance Confident in the use of spreadsheets and project planning software Working knowledge of mechanical and electrical services Knowledge and direct management of multi-service environments with the NHS

Knowledge, Skills and Apitudes

Essential

Ability to produce and effectively manage construction budgets and programmes Ability to project manage the design, procurement and construction phases of new build, maintenance and refurbishment projects. Able to work on several projects simultaneously. Maintain accurate records and produce progress reports. Ability to interpret a brief to ensure fitness for purpose and best value. Ability to carry out research by interrogating electronic databases, internet and intranet. Proficiency in the use of AutoCAD. Excellent interpersonal and relationship building skills with a particular emphasis on influencing and negotiating to manage and deliver user expectations and contractual compliance; exercising diplomacy and tact in sensitive situations Excellent planning and organisational skills. Ability to work under pressure within a co-operative multi-disciplinary team based environment. Excellent prioritisation skills to effectively manage competing and/or conflicting demands. Ability to analyse and solve complex operational challenges. Ability to interpret complex legislation and technical specifications and apply as policy and/or service development. Ability to manage large revenue budgets covering physical assets across the Trust. Negotiation, project management and delegation skills. Excellent presentation, interpersonal and communication skills. Suitable IT Skills MS Word & Excel/CAFM systems.

Desirable

Experience of VAT reclamation on NHS projects. Well-developed IT skills. Experience of using MS Project and Share Point (or similar on-line Collaboration tools).
