Role Overview:

As the Head of Governance, you will provide strategic leadership to ensure the highest standards of governance across Salford City Council. You will lead and manage a team of officers within the Governance (Democratic and Member Services) teams, ensuring compliance with statutory and regulatory requirements, and promoting best practices in corporate governance. Your leadership will be crucial in fostering a culture of accountability, transparency, and continuous improvement within the council.

Contract type - permanent

Key Responsibilities:

  • Lead, develop, and manage the Governance team, advising and supporting the council's formal governance decision-making and scrutiny processes.
  • Collaborate with the City Solicitor and Deputy City Solicitor on constitutional matters, advising the City Mayor, Cabinet, elected councillors, officers, partner organisations, and stakeholders.
  • Support the ongoing review and updating of the council’s constitution and governance procedures, ensuring they are fit for purpose and compliant with legislation.
  • Act as the Council’s Statutory Scrutiny Officer, promoting the role and work of scrutiny and supporting elected councillors in their scrutiny roles.
  • Facilitate effective partner, stakeholder, and public engagement in governance, scrutiny, decision-making processes, and civic functions.
  • Shape and deliver effective member training, development, and support programs for elected councillors.
  • Work closely with elected members enabling them to fulfil their roles as political leaders and ward councillors
  • , Leading and developing services for committee support, member support, mayoralty, and school appeals, ensuring high-quality and cost-effective service delivery.
  • Oversee operational budgets, including the councillor allowances scheme, and lead periodic reviews as required by law.
  • Promote a people-centred, values-based, and inclusive organisational culture that encourages innovation and maximises potential.
  • Ensure data and intelligence inform decision-making to enhance council effectiveness and key partnerships.
  • Maintain a continuous focus on customer service, aligning service delivery with customer requirements, legislative frameworks, and available resources.

We are looking for a proven leader with extensive experience in senior governance roles, a deep understanding of corporate governance principles and statutory frameworks, and a strong track record of risk management and compliance. You should possess excellent leadership, communication, and interpersonal skills, with the ability to work effectively with senior management, elected members, and external stakeholders.
