Estates Project Officer: Band 7 - Permanent The LLR ICB's Strategy and Planning Directorate are recruiting an Estates Project Officer to be part of a small team with responsibility for the Leicester, Leicestershire, and Rutland Integrated Care System strategic estate's function.

Main duties of the job

The Estates Project Officer will:

Work with the Head of Strategic Estates, Estates Programme Manager and members of the Strategy and Planning Team to ensure that the portfolio of estate management tasks and projects of the ICB/ICS Estates team are planned, managed and delivered effectively. The post holder will have direct responsibility and autonomy for a portfolio of delegated projects with a focus on working with local authorities in relation to housing growth plans.

They are part of a fundamental shift in the way the health and care system is organised - away from competition and organisational autonomy and towards collaboration, with health and care organisations working together to better integrate services, improve population health and reduce health inequalities.

Job description

Job responsibilities

Key responsibilities will include:

- Develop relationships with all planning authorities and work in partnership to ensure that health matters are factored into long term growth strategies

- Lead the process to make section 106 and CIL applications where housing growth impacts on health services

- Work with NHS partners across LLR to have a coordinated approach tosection 106 applications

- Monitor the section 106 allocations ensuring funding is available at theappropriate time

- Work with the primary care providers, the primary care contracting teams and the wider strategy and planning team to ensure that projects are developed and delivered to utilise the section 106 allocations within a timely manner

- Support the estates functions with its programme of work including strategic business case development

- Support the team in analysing the impact of housing growth across LLR to ensure the right level of healthcare infrastructure is identified and developed.

- Support the annual capital programme to implement a robust pipeline of projects.

Planning & Organising

- Deliver against objectives, achieving quality outcomes, prioritising ownworkload and working to tight deadlines.

- Plan for complex programmes to bring about change and improvement to the available estates, across the local system and wider provider partners including primary care, balancing sometimes conflicting priorities in doing so. Ability to use persuasion, tact, influence and negotiating skills to overcome barriers to deliver on programmes of work.

- Ensure that reports are submitted in the correct format to timescales required for multiple reporting forum within the ICB governance structure.

- Proactively forward plan in relation to core team activities and ensure effective communications to all relevant participants

- Develop and maintain an effective, secure Programme repository ofinformation, and provide Programme documents efficiently on request

- Maintain an overview of void space across the ICS to ensure that buildingcapacity is best utilised.

Service Improvement

- Develop and present reports summarising status of issues, appraisingoutcomes, future solutions and progress for Committees, Chief Officers,Governing Body and external bodies (such as Local Authorities, NHS England and Department of Health).

- Initiate the use of the most appropriate technology or programme forproduction of estates technical or statistical reports.

- Manage the SHAPE data system and interpreting as required for estatesstrategic planning and reports and analysis.

- Monitor and track risks and issues tracking mechanisms and proactiveresolution of escalation processes.

- Represent the estates team in both internal and external meetings to deliver reports, including technical and statistical data.

- Carry out timely and accurate information analysis and reporting on agreed areas of portfolio and present findings in an agreed manner.

- As an integrated team member, maintain a knowledge of national andinternational best practice to ensure that the ICB benefit from relevantinnovations in healthcare estate and comply with all statutory requirements ensuring safe patient environment.

Communication

- Provide relevant and timely advice and guidance on functional andinformation matters.

- Support the development of internal and external communications whererequired by regular contact with the team, stakeholders and ICB/ICSCommunications teams

- Responsible for preparation of correspondence and papers, as directed by the Head of Strategic Estates, and Estates Programme Manager

- Present highly complex information on all aspects of estate strategy,development and operations in a clear, understandable and audienceappropriate manner to internal and external groups, using tact, persuasion, influencing and negotiating skills to overcome barriers.

- Support in ensuring aligned estates strategies across the ICB/ICS areunderstood and adopted by all stakeholders.

- Represent the estates team at operational forums such as theinternal/external estates forums and others as required.

- Ensure accurate and open communication and co-ordination with a range of organisations and individuals, researching and drafting correspondence and papers and ensuring the management of specific tasks.

People Management

Research & Development

- Undertake auditing of projects and / or services as directed by the Head of Strategic Estates, and Estates Programme Manager

- Investigate and maintain working knowledge of all potential estate funding and grant support initiatives available to the ICB.

Policy & Service Development

- Responsible for developing and proposing changes to policies, guidelines and service level agreements which may impact the service.

- Responsible for implementation of policies within own area.

- Support analysis of specific policy and directorate issues, drawing on multiple sources of information, mindful of the potential impact of policy developments on other portfolios.

Finance

- Responsible for the monitoring of budgets, project management andprocurement programmes to ensure appropriate and good use of monies.

Education / Training / Qualifications

Educated to Degree level in relevant subject or equivalent level of experience of working at a similar level in specialist area. Evidence of continuing professional development and experience to post graduate qualification level or equivalent level of experience

Knowledge of project management or information analysis in an estates/planning related environment Understanding of Programme and project management, and the supporting processes to ensure successful delivery Proven record of estates development project management or local planning processes Experience interpreting national policy for implementation. Ability to evaluate and understand complex estates related data and develop into clear IT / multimedia presentation formats Knowledge of ICB processes, policies and stakeholders (such as Internal Audit, HR and Procurement). Should have an appreciation of the relationships between the ICB, Department of Health, NHS England & NHS Improvement, and individual provider organisations. Understanding of the background to and aims of current healthcare policy and appreciate the implications of this in engagement.
