Job summary

This is an exciting opportunity within the ICB for a Permanent, Band 8B, Head of LMNS Quality and Safety role within the Nursing, AHP and People Directorate in Sunderland.

The post is full time, however we are willing to consider part time or any other flexible arrangements.

The successful candidate will live by our Values and Behaviours and help to achieve the ambitions and key priorities of the ICB. You will also contribute to shaping the future across newly formed teams.

The nature of the role demands a significant degree of autonomy, the ability to manage and respond to day-to-day challenges as well as a high degree of intellectual flexibility. You will have excellent communication and engagement skills and meet the essential criteria outlined within the Job Description.

Main duties of the job

The Head of LMNS Quality Safety is a member of the LMNS Senior Leadership Team. The post holder will work by leading and developing the Quality & Safety work stream which forms an essential part of the NENC LMNS Maternity Transformation Plan.

This role will work collaboratively and in partnership with clinicians, commissioning colleagues and other stakeholders involved in safety across LMNS and ICB. The role will ensure that there is a strong leadership around safety for maternity systems at all levels and will ensure that that this work stream identifies and shares best practice and learn from investigations.

Safety in maternity units across NENC LMNS trust is strengthened by increasing partnerships between Trusts and within Local networks. This role will facilitate effective working relationships and support clinical change initiatives across organisational barriers to enhance maternity safety.

This role will share information and learning in a structured and systematic way, working with partners to turn learning into service improvement.

The role will work to ensure action is taken to improve the culture of maternity and neonatal services as a building block for safe, personal and more equitable care.

This role will work across the system to implement shared solutions wherever possible through shared clinical and operational governance.

This is an exciting opportunity to influence the future of maternity services in line with the recommendations of Better Births and NHS Long Term Plan. The role will require the individual to be able to drive and work at various sites within the LMNS.

Person Specification

Experience

Essential

Substantial leadership experience in and knowledge of governance and incident investigation at Trust level. An understanding of the background to and aims of current healthcare policy across Local Maternity System and appreciate the implications of this on engagement. Experience of driving improvements in performance and standards of care and delivering change within an organisation. Experience of transformation, planning and delivery across a range of areas and services with specific insight into quality & safety. Should have an appreciation of the relationship between the Department of Health, NHSE/I and individual provider and commissioning organisations. Have a knowledge of Maternity and Neonatal Policy Drivers, Quality Improvement & NHS System management. Experience in the management of multi-project programmes of work. Experience of effective partnership and working with internal and external stakeholders at the most senior level. Significant experience in leading and developing programme or project plans across multiple partners and stakeholders, achieving consensus and managing successful delivery. Significant experience in performance management approaches including analysis of data and performance reporting. Substantial experience of providing leadership within a regulatory environment and across complex systems with demonstrable impact. Experience of identifying and interpreting National policy working with: Regional and Trust Maternity and Neonatal Safety Champions, Clinical/Medical directors of the regional trusts / Mat/NeoSIP Lead & Mat/NeoSIP Regional Clinical Improvement Leads and relevant Regional Perinatal Safety Leads/ Regional Chief Midwife/ MVPs /regional perinatal Governance group etc. Other key relationships (external)trust Execs, Heads of Midwifery, CQC, NHSE, PHE, Professional Colleges, Healthwatch and Patient groups. Experience of researching best practice (globally, private and public sector), interpreting its relevance and processes/ practices which could be implemented successfully to achieve system reform (advising on policy implementation).

Qualifications

Essential

Educated to Masters level qualification or equivalent level of experience working at a senior level in specialist area. A management qualification ( Diploma In Management Studies). Evidence of continuous professional development. Member of relevant professional body.

Desirable

Qualified PRINCE 2 practitioner or equivalent.
