  • Themain purpose of this role is to lead direct and effectively managethe Licensing Service which will support both Councils as part ofthe #OneTeam Transformation ensuring the post holder has oversightof all matters handled within the teams via line management of thelocal teams based on eachgeography.Ensuring the delivery of hightechnical and professional standards including providing highquality advice to the Council its clients partners and thepublic.
  • Thepost holder will be the professional expert on Licensing mattersand dealing with the most serious contentious and complex issuesrelating to Licensing and will lead on those most challengingissues.
  • Toreview and transform all processes relating to Licensing serviceacross the Councils ensuring that they are fit for purpose andimproves efficiency and effectiveness at the point ofdelivery.
  • Thepost holder will work with the Director to lead and delivercommercialisation across a range of regulatory servicesspecifically looking to develop a charging regime for licensingadvice and preapplication consultancy.
  • Tomonitor revenue projects and provide regular and accurate projectand financial management information to the Director.
  • Toprovide relevant expertise and professional knowledge input intodepartmental and corporate initiatives and projects where requiredto lead on specific projects. To deputise for the Director whenappropriate.


Demonstrable evidence of a clear understanding of community safety& CCTV function and how it should be supported. Experience ofleading and managing multi-disciplinary teams with linkages toseveral related services, ensuring that the synergies between theseservices are focused on delivering clear outcomes. Experience ofsuccessfully implementing forward thinking and innovative servicechanges. Experience of effective budget, people, and performancemanagement. Experience of contract management with strongcommercial acumen. Experience of interpreting information, with aflexible and creative problems solving approach. Making rational,realistic, and sound decisions. Experience of working at a seniorlevel directly with politicians in a democratic environment. Provenknowledge of the workings of local government and the wider publicsector. Experience of working in pursuit ofcollaborative/organisational goals.
