Job summary

The postholder will work collaboratively with others,to improve the experience and quality of maternity and neonatal care women,pregnant people and their families receive whilst using the maternity andneonatal services across Suffolk and Northeast Essex.

The postholderis a key member of the Local Maternity and Neonatal System (LMNS) and will workwith System Leaders to support the delivery of national, regional and local strategicand operational objectives aimed at improving the safety and experience ofmaternity and neonatal care for women, pregnant people and their families.

Thepostholder will define current processes, facilitate discussions and advisecolleagues as to how best practice might be adopted within practice and willassist with quality improvement strategies and the delivery of service changes.

Main duties of the job

To identify andsupport the ICB and other health providers in the development and delivery ofmaternity and neonatal quality improvement initiatives to improve the qualityof maternity and neonatal care across the Suffolk and Northeast Essex LocalMaternity and Neonatal System (LMNS) with a particular focus on improving carefrom those people from ethnically diverse and deprived populations. To lead a qualityimprovement programme of work across the whole LMNS, to ensure a consistentapproach and service offer to all women, pregnant people, and their families. To work incollaboration with the LMNS Quality and Safety Lead to review exception reportsand share learning across the system to improve practice. Attendthe LMNS Board and other meetings as required.

The Suffolk and Northeast Essex Local Maternity and NeonatalSystem (LMNS) are recruiting a Maternity and Neonatal Quality Improvement Lead tojoin their team. The successful candidate must be organised and motivated towork autonomously, and have a strong desire to improve the care for women, pregnantpeople and their families. They must have a sound clinical knowledge and beable to demonstrate their ability to embrace a problem and lead change. If you arethat person, this is the role for you.

As part of the team, you will be work closely with otherswithin the Integrated Care Board, the trust maternity and neonatal serviceleads, public health and NHS England. As the LMNS Quality Improvement Lead, youwill be required to work closely with other organisations, to drive forward transformationalchange to support delivery of the three-year delivery plan for maternity andneonatal services and contribute to the LMNS vision that Suffolk and NortheastEssex will provide the best maternity and neonatal services in the East ofEngland.

Key Result Areas:

Works with and supportsthe ICB LMNS team, Directors and Heads of Midwifery, Neonatal Leads, and Consultantsto develop a programme of transformation to optimise maternity and neonataloutcomes, and support the delivery of national, regional and local directiveswith a particular focus on improving care for families from diverse anddeprived populations. Supports the developmentof maternity and neonatal improvement project plans, identifying risks andissues including resource requirements. Works with Providers,voluntary groups, service users and other ICB colleagues to ensure maternityand neonatal proposals and delivery plans are robust, and evidence based. Effectively manages the receipt of a range of highly complexinformation from across the LMNS, presenting it verbally and in writing, inways that promotes understanding by all. Presents, as required,quality improvement initiatives to the LMNS, regional and national meetings. Provides informationand feedback to support the production of quality reports as required. Contributes and writesbriefing papers and report documents. Facilitates timelyengagement of relevant colleagues across the LMNS in key national, regional andlocal meetings. Can explain strategyand organisational priorities and decisions in relation to delivering thematernity safety and quality governance agenda to everyone in the organisation. Knowledge and Experience

Essential

Extensive knowledge of specialist areas, acquired through post-graduate diploma or equivalent experience or training plus further specialist knowledge or experience to masters level equivalent. Evidence of post qualifying and continuing professional development. Must have an understanding of the background to and aims of current healthcare policy and appreciate the implications of this on engagement. Should have an appreciation of the relationship between the Department of Health, NHS England, and individual provider and commissioning organisations. Experience of managing and motivating a team and reviewing performance of the individuals. Experience of identifying and interpreting National policy. Experience of researching best practice (globally, private and public sector), interpreting its relevance and processes/ practices which could be implemented successfully to achieve system reform (advising on policy implementation).

Desirable

Experience of working in a Maternity related Quality Improvement/Assurance role. Comprehensive experience of project principles techniques and tools such as Prince 2 and Managing Successful Projects. Experience in implementing quality and safety governance initiatives and strategies.

Qualifications

Essential

Educated to masters level or equivalent level of experience of working at a senior level in specialist area. Registered Midwife with current registration.
