Interface Manager

Rail / Civil Engineering

Location – Pontyclun, South Wales

(Wales Region)

An exciting opportunity for a Interface Manager to join an established business unit involved in a range of multi-disciplinary rail infrastructure projects. The role will be required to support the CP7 Structures framework in Wales, coordinating the requirements for land access, environmental consents, third party communications and ensure compliance with environmental, ecological and Statutory Authority and Local Authority consents.

Business Unit

A busy and fast paced business unit involved in a range of civil engineering works in a variety of sectors to include rail (bridges, embankments, stations, platforms, tunnels etc.), Environment Agency, Local Authority etc. The business unit are involved in multi-disciplinary civils projects across the Wales region, whether one off tendered projects or projects within our long term framework / contract agreements with key clients.

Existing contracts include CP6 infrastructure projects (secured CP7 framework in the next control period), minor works and Environment Agency frameworks with works typically including bridge re-construction/replacement, upgrades and refurbishments, station work (platforms, access for all etc.), structures including bridges, tunnels and footbridges.

The Role

As Interface Manager, you will be responsible for supporting business projects in coordinating the requirements for land access, environmental consents, third party communications and ensure compliance with environmental, ecological and Statutory Authority and Local Authority consents throughout the CP7 Structures framework in Wales..

Day to day responsibilities include:

  • Lead on the timely identification of consent requirements, and external interfaces to ensure

work can be undertaken as planned, on time and on budget.

  • Interfacing Project requirements include: FRAP, CAR, Ordinary Water Course Consents, Marine Licences, Ecological Consents, Listed Building Consent, Scheduled Monument, World Heritage, Conservation Area, Tree Preservation Orders, Waste Permitting, S61 Noise Applications and Works Licences. Third Party Land Access Agreements, Community Liaison, Traffic Management, TTROs. Regulators include but not limited to EA, SEPA, NRW, CADW and local authorities…
  • Develop good relationships with project teams, regulators, client and the SHEQ team to: 
    • Obtain and verify project documentation to ensure it is accurate, complete and compliant with consent requirements.
    • Coordinate meetings with the AmcoGiffen Environmental Consents Advisor, Network Rail, Functional leads and external parties to monitor interface milestones
    • Keep project teams up to date with the consenting process to ensure project plans, resources and budgets are accurate.
    • Provide advice on best practice to ensure planned work is perceived favourably by regulators and will cause least harm to the environment;
  • Maintain and update the interface tracker process to demonstrate and report on progress to the business;
  • Develop and maintain detailed up to date knowledge of relevant legislation, interface points  procedures, site arrangements, standards and best practice.
  • Work with the bid team to ensure consent and application requirements for new work are identified at an early stage and factored into bid estimates and timelines.
  • Integrate with the CP7 Structures Wales Development team to understand the scope and requirements of the 5 year work bank and identify efficiencies in consent and interface management within the team.


Requirements

To excel in this role, you will have previous experience and skills in:

  • Project Management
  • Previous experience dealing with Local authorities consenting departments, Consenting Bodies, Third Parties in a rail and/or civil engineering project environment; or
  • experience working in the consenting division of a local authority, Land Agent, Environmental regulator.
  • Experience working in civil engineering project environments (ideally within rail)
  • Maintaining good communications with project stakeholders and support functions, in particular the SHEQ (primarily Environmental / Sustainability) and operational project teams.
