Job description 

VCA is the designated UK Type Approval Authority for automotive products and a designated Technical Service for type approval testing in the United Nations (UN) scheme. VCA is also responsible for certification under UK type approval schemes. 

The role of the Head of Statutory Operations is to lead VCA’s statutory operational delivery teams for certification and Conformity of Production (CoP). The successful candidate will be responsible for departmental quality, ensuring that all departmental KPI’s are met, that financial budgets are tracked and monitored and presented to senior managers on a regular basis, drive forward a programme of continual improvement, review and plan resourcing, identify where upskilling may be required to support a changing automotive world, and lead the statutory operational delivery requirements in VCA’s digital transformation programme. 

Your main duties will include: 

  • Operational Delivery Profession Lead – this role centres around operational delivery of VCA’s statutory services. The Head of Statutory Operations will champion the Operational Delivery Profession, ensuring that our own training and development programmes make use of existing tool sets within the profession.  Statutory Operations services are delivered across four key sites; VCA HQ (Bristol), VCA Midlands Centre (Nuneaton), VCA North America office (Livonia) and VCA Japan Office (Nagoya). 

  • Leadership - Leading the VCA’s Statutory Operations Department with enthusiasm, integrity, and decisiveness the successful candidate will deliver a high quality, efficient service that adds value to the approval process and delivers on departmental and manufacturers expectations. 

  • Strategic Planning – The successful candidate will identify changing trends in the automotive market by working closely with technical leads to quantify the impact of changing regulatory requirements on VCA’s certification and CoP services. 

  • Line Management – The Head of Statutory Operations will line manage the Certification Manager and Chief Compliance Engineer but also offer coaching, mentoring and support to the wider team. 

  • Financial Planning - Supporting the Chief Technical and Statutory Operations Officer with financial planning with particular emphasis on preparing budgets, financial tracking and solutions to maintain within budget. 

  • Work force planning and delivery, predict required resourcing needs and implement development plans so that the department is equipped with the appropriate skills to deliver a quality service. 

  • Ensure robustness and continuous improvement of VCA’s approval work - Leading the statutory operations teams to deliver Certification and Conformity of Production at the level expected from a leading Type Approval Authority. Take a proactive approach to problem solving and look to integrate best practice across VCA. 

  • Deliver a modern, efficient type approval service - The successful candidate will take account of the departments digital requirements, taking a leadership role in co-ordinating and delivering business transformation. 

  • Working together across internal departments – the type approval process requires many stakeholders and departments to work closely together to deliver an exceptional service to the automotive industry. The successful candidate must have excellent communication skills to work across internal departments to proactively seek out opportunities for improvement. 

  • Working with partners across government and the automotive industry - The successful candidate will take a leading role liaising with automotive trade bodies to ensure stakeholders are fully aware of changes affecting the automotive industry Work with Agency partners and other approval authorities to ensure a common approach to type approval by all parties.
