An exciting opportunity has arisen within Portsmouth Hospitals University NHS Trust to appoint a Travel, Transport and Car Parking Manager to work within the Estates and Facilities Team, at Queen Alexandra Hospital. You will be joining a leading organisation that is both forward thinking and innovative.

This post is integral to operational management and delivery of the travel, transport and staff car parking operations which support the day to day activities of the organisation.

You will work in collaboration with clinical and non-clinical team members Medical Records, HR and Pharmacy, as well as be a key stakeholder in forums where your services may be required or affected.

Main duties of the job

This position will be hours per week

The post holder will be responsible for:

Delivery of an efficient and effective, customer focused operational management of Transport, Travel and Staff Car Parking Services to set budgetary targets. Liaise with and maintain business relationships with representatives of management within the Trust, Project Co, key stakeholders, other agencies and external partners as required. Ability to plan, act and monitor their own, other managers and team performance with guidance from their line manager, to meet the demands of the service. Support the Sustainability Manager with the Trusts travel planning Lead the management of staff parking Managing the in-house non patient transport drivers.

The individual will be adaptable, self-motivated and one who can set clearly defined achievable, individual, team and operational goals. Willing and able to undertake and complete tasks as required by the Trust.

Technical

To support the Sustainability Manager with the trusts travel planning, implementing new processes and providing and reporting reports as appropriate. To lead the management of staff parking, overseeing the current processes, policies and parking criteria implementation. Provide transport advice and expertise to the Estates and Facilities Senior Leadership Team to ensure the Trust meets its statutory obligations in respect to fleet management. The post holder will be occasionally be expected attend meetings offsite. Investigate incidents/breaches in a fair, objective and professional manner. Respond to Freedom of Information Act requests To manage and implement processes in the parking and transport office to ensure consistent management of enquiries and issues Provide support across a wide range of car parking and transport projects Take responsibility for an efficient and effective service to the Trust, including compliance with all Road Transport legislation, and in line with the Trusts Operator Licence. Assist the Estates Senior Leadership Team in the development of the traffic management system and flow changes as required Deliver a high-quality Transport & Car Parking Services, prioritising urgent requests. Responsible for a delegated budget and authorised signatory Undertake audits and service satisfaction surveys to compile data for use in improvement of service provision.

Performance

Responsible for preparation, amendment of, and implementation of Travel, Transport and Car Parking policies and procedures. Implementation of Trust policies and procedures, monitoring their effectiveness and ensuring compliance Health & Safety Legislation by promoting safe working practice. Manage the Transport & Car Parking Services Health & Safety and COSHH Assessments by reviewing all control measures. Assist in the operational management and implementation of all Facilities Services, Transport Services and Car Parking Services policies and procedures. Be responsible for your own Health & Safety and that of any other person working with you. Take care to ensure that your activities do not put others at risk. Ensure safe systems of work are in place and adhered too. Undertake scheduled and unscheduled inspections of work areas, noting and recording hazards, submitting reports for remedial actions and follow up. To develop and implement and monitor the Trust Vehicle management policy in accordance with relevant Transport regulations. Manage the Trusts relationship with its PFI provider in relation to Car Parking Management and staff permits, ensuring regular reviews on usage are validated. Manage the Trusts Taxi & Shuttle bus service To develop, implement and manage the Trusts parking permit process, this includes developing suitable policies and application procedures. Responsible for vehicle accident reporting in accordance with regulations, legislation and insurance requirements. Responsible for the management of the QAH and PHUT use of all periphery sites. Assist in development of business case as required In line with PHUT policy, professionally deal with all complaints received within the Trust relating to Transport & Car Parking activity. Responsibility for the safe usage of vehicles and equipment, completing regular checks on usage and availability. Maintaining a system for stock control, equipment maintenance and uniform provision. Manage all reports required from PFI Car Parking and staff permit activity. Manage the administration of the Trusts Car parking database, and report thereon Manage & report on the Trusts Taxi and Park and Ride bus usage.

Finance

To prepare, complete and submit monthly payroll data for onsite parking fees to ensure timely deductions. Ensure accurate records are maintained for staff wishing to procure temporary onsite parking. Input and analysis of tenders in relation to fleet procurement and Park and Ride Service. Work with PFI partners to ensure resilience in ANPR data.

Line Management

Manage the Transport Services Team ensuring the service meets the needs of the Trust, this includes regular reviews and updating of the drivers route schedule to ensure an efficient and effective service at all times Manage the Staff Car Parking Administrator. To support the management of training, appraisal, sickness and conduct of the Transport, Switchboard, Parking and Facilities Administrative and other Support Service Teams. Manage planned and unplanned absence in Transport Services. Authorise excess and overtime hours for Transport Services. Person Specification

Qualifications

Essential

Educated to Degree Level or equivalent senior transport & car parking management experience Certificate of Professional Competence (CPC) in National Road Haulage

Desirable

The post holder will possess a recognised managerial qualification, Certificate of Professional Competence or equivalent. Member or Fellow of a relevant professional body, such as the IRTE (Institute of Road Transport Engineers) or IMI (Institute of the Motor Industry)

Experience

Essential

Demonstrable experience in the management of a fleet of vehicles at a senior level. Significant experience in assessing Road Risk and in the production of strategies and plans to reduce it Experience in developing and implementing collaborative/partnership working with a wide range of stakeholders. Working experience within a large (preferably public sector) organisation Experience in working in a facilities management, construction or building services environment Experience in a related area in a responsible capacity Experience in presenting complex information to senior staff, responding to questions and participating in decision making.

Skills and Knowledge

Essential

Understanding of current (and ideally previous) Transport & Vehicle management standards in the UK. Ability to process highly complex information into meaningful formats appropriate for the intended audience. Skill in the use of various software, including spreadsheets, content management systems, presentation software and databases, preferably Microsoft/Windows products. Ability to communicate effectively, both orally and in writing. Ability to make administrative/procedural decisions and judgements. Ability to produce procedural documentation and protocols. Understanding of complex Transport & Vehicle management issues and risks Overall understanding of current health service sector issues
