Job Summary

An exciting opportunity has emerged within Portsmouth Hospitals University NHS Trust for a Transport and Parking Operations Supervisor to join the Estates and Facilities Team at Queen Alexandra Hospital. This position is vital for the operational management and execution of travel, transport, and staff parking services that facilitate the daily functions of the organization.

You will collaborate with both clinical and non-clinical team members, including Medical Records, HR, and Pharmacy, and play a significant role in forums where your services may be required or impacted.

Key Responsibilities

The successful candidate will be responsible for:

  • Delivering a customer-centric operational management of Transport, Travel, and Staff Car Parking Services while adhering to budgetary constraints.
  • Establishing and maintaining professional relationships with management representatives within the Trust, Project Co, key stakeholders, and external partners as necessary.
  • Planning, executing, and monitoring performance for themselves and their team, with guidance from their line manager, to meet service demands.
  • Assisting the Sustainability Manager with travel planning initiatives.
  • Leading the management of staff parking operations.
  • Overseeing the in-house non-patient transport drivers.

The ideal candidate will be adaptable, self-driven, and capable of setting clear, achievable goals for themselves and their team. They should be willing to undertake and complete tasks as required by the Trust.

Job Responsibilities

Technical Duties

  • Supporting the Sustainability Manager with travel planning, implementing new processes, and providing reports as necessary.
  • Leading the management of staff parking, overseeing current processes, policies, and criteria for parking implementation.
  • Offering transport expertise to the Estates and Facilities Senior Leadership Team to ensure compliance with statutory obligations regarding fleet management.
  • Occasionally attending offsite meetings as required.
  • Investigating incidents and breaches in a fair and professional manner.
  • Responding to requests under the Freedom of Information Act.
  • Managing processes in the parking and transport office to ensure consistent handling of inquiries and issues.
  • Providing support across various car parking and transport projects.
  • Ensuring compliance with all Road Transport legislation and the Trust's Operator Licence.
  • Assisting in the development of traffic management systems and flow changes as needed.
  • Delivering high-quality Transport & Car Parking Services, prioritizing urgent requests.
  • Managing a delegated budget and acting as an authorized signatory.
  • Conducting audits and service satisfaction surveys to gather data for service improvement.

Performance Management

  • Preparing, amending, and implementing policies and procedures related to Travel, Transport, and Car Parking.
  • Monitoring the effectiveness of Trust policies and ensuring compliance with Health & Safety legislation.
  • Managing Health & Safety and COSHH assessments for Transport & Car Parking Services.
  • Assisting in the operational management of all Facilities Services, Transport Services, and Car Parking Services policies.
  • Ensuring safe working practices are in place and adhered to.
  • Conducting scheduled and unscheduled inspections of work areas, documenting hazards, and submitting reports for remedial actions.
  • Developing and monitoring the Trust Vehicle management policy in accordance with relevant Transport regulations.
  • Managing the Trust's relationship with its PFI provider regarding Car Parking Management and staff permits.
  • Overseeing the Trust's Taxi & Shuttle bus service.
  • Developing and managing the Trust's parking permit process, including policies and application procedures.
  • Handling vehicle accident reporting in accordance with regulations and insurance requirements.
  • Managing the usage of all peripheral sites associated with QAH and PHUT.
  • Assisting in the development of business cases as required.
  • Professionally addressing all complaints related to Transport & Car Parking activities.
  • Ensuring the safe usage of vehicles and equipment through regular checks.
  • Maintaining a system for stock control, equipment maintenance, and uniform provision.
  • Managing reports from PFI Car Parking and staff permit activities.
  • Overseeing the administration of the Trust's Car parking database and reporting on it.
  • Managing and reporting on the Trust's Taxi and Park and Ride bus usage.

Financial Responsibilities

  • Preparing and submitting monthly payroll data for onsite parking fees to ensure timely deductions.
  • Maintaining accurate records for staff seeking temporary onsite parking.
  • Analyzing tenders related to fleet procurement and Park and Ride Service.
  • Collaborating with PFI partners to ensure resilience in ANPR data.

Line Management

  • Managing the Transport Services Team to ensure service meets Trust needs, including regular reviews of drivers' route schedules.
  • Overseeing the Staff Car Parking Administrator.
  • Supporting the management of training, appraisal, sickness, and conduct of the Transport, Switchboard, Parking, and Facilities Administrative teams.
  • Managing planned and unplanned absences in Transport Services and authorizing excess and overtime hours.

Qualifications

Essential

  • Degree Level education or equivalent senior transport & car parking management experience.
  • Certificate of Professional Competence (CPC) in National Road Haulage.

Desirable

  • Recognized managerial qualification, Certificate of Professional Competence, or equivalent.
  • Membership or Fellowship of a relevant professional body, such as the IRTE or IMI.

Experience

Essential

  • Proven experience in managing a fleet of vehicles at a senior level.
  • Significant experience in assessing Road Risk and developing strategies to mitigate it.
  • Experience in fostering collaborative partnerships with a diverse range of stakeholders.
  • Background in a large (preferably public sector) organization.
  • Experience in facilities management, construction, or building services.
  • Relevant experience in a responsible capacity.
  • Experience in presenting complex information to senior staff and engaging in decision-making processes.

Skills and Knowledge

Essential

  • Understanding of current and previous Transport & Vehicle management standards in the UK.
  • Ability to distill complex information into accessible formats for various audiences.
  • Proficiency in various software applications, including spreadsheets and databases, preferably Microsoft products.
  • Effective communication skills, both written and verbal.
  • Capability to make administrative and procedural decisions.
  • Ability to produce procedural documentation and protocols.
  • Comprehensive understanding of Transport & Vehicle management issues and associated risks.
  • Overall awareness of current health service sector challenges.
