The Energy and Environment team is at the heart of Ipsos’ Public Affairs policy offering. The team has grown rapidly over the last 3 years and covers one of the most innovative and fast-moving policy areas within the UK and internationally.
We respond to the needs of the UK government, the EU and other international clients to help design, deliver and evaluate policies in areas critical to the transition to a net zero and climate resilient economy and society.
Some of the principal themes we cover are: decarbonisation, clean growth, low carbon innovation and entrepreneurship, circular economy, agricultural transition, climate risk awareness, climate change adaptation, behaviour change and public attitudes.
We are recruiting for a an experineced Evaluator at Senior Consultant or Associate Director Level.
**The role**
As an Evalutor (Senior Consultant / Associate Director), you will contribute to process and impact evaluations of varying sizes and for a range of clients. These projects will commonly assess the impacts of government interventions in relation to economic growth, RD&I, jobs, innovation, decarbonisation, and climate adaptation. Crucially, this will involve evaluating national and international progress in meeting grand challenges such as net zero, industrial decarbonisation, climate change resilience, fuel poverty, energy efficiency, air pollution, biodiversity depletion and the growth of the circular economy.
You will manage evaluation and research strands within larger projects and smaller projects which have strong environmental, energy and climate components.
You will also have the opportunity to increase Ipsos’s impact on environment, environment and climate policy and social change in the UK by writing articles, attending events and engaging in social media.
You will contribute to the ongoing business development of the team by contributing to proposal writing and to the monitoring of business development opportunities.
**What will I be doing?**
- Evaluation delivery - specifically, the co-design and delivery of evaluation frameworks, the development of evaluation methods, the development of responses to evaluation questions and meeting evaluation objectives.
- Management of projects or strands of projects.
- Developing day-to-day client relationships while ensuring projects are delivered to budget and timescale.
- Drafting research tools to a high standard, requiring little amendment (for desk-based secondary analysis and primary data collection).
- Overseeing primary data collection, including in-depth interviews and survey design / set-up.
- Drafting accessible and concise reporting outputs of evaluation and research findings.
- Presentation of results to clients and stakeholders.
- Leading and contributing to evaluation proposals as part of a wider team.
- Line management of junior staff.
**What do I need to bring with me...?**
- Proven experience of designing and delivering evaluation in a commercial environment or equivalent experience in a consultancy environment.
- A strong academic background in social sciences (e.g. geography, economics, statistics).
- Proven track record of managing and delivering evaluation projects to timescale and budgets with limited supervision.
- Experience of conducting qualitative and quantitative analysis relevant to this post.
- A passion for and understanding of environmental, energy and climate public policy development.
- Experience designing research materials, including analytical frameworks, questionnaires and topic guides.
- Experience of conducting and overseeing primary and secondary data collection and analysis (interviews, surveys, literature review).
- Experience in the development of client-ready qualitative and quantitative analysis and reporting.
- Proven ability to lead/contribute to research and evaluation proposals.
