**Job description**:
Active Travel England (ATE) will transform the role that walking, cycling and wheeling plays in our transport system. Increasing cycling and walking can help tackle some of the most challenging issues we face as a society - improving air quality, combatting climate change, improving health and wellbeing, addressing inequalities, and tackling congestion on our roads.

As the new Executive Agency, commissioning body and inspectorate, ATE will drive the rollout and raise the standards of walking and cycling schemes, delivering the government’s ambitious vision for half of all journeys in England's towns and cities to be walked or cycled by 2030. This includes allocating funding and overseeing delivery of the £2 billion walking and cycling budget.

This is an exciting opportunity to establish and shape the economics and appraisal function in a new organisation, engaging with and supporting the wider active travel analyst community across Active Travel, Department for Transport and wider stakeholders including academia and other government departments. It is a broad and varied role that will involve technical analysis, programme design and management, and building effective, collaborative relationships with a wide range of stakeholders working in active travel and related fields.

The analysis that you will provide is critical to ensuring that ATE understands what initiatives to invest in and where to focus investment to meet its statutory responsibilities, achieve its strategic objectives, and optimise value for money to the taxpayer. It will also be pivotal in making the case for future investment in active travel and demonstrating the contribution active travel makes to the UK economy, society, and the environment. It will have a prominent role in and advice and tools provided to Local Authorities to aid optimal spend on Active Travel projects

**Responsibilities**

Key accountabilities of the role include:

- Identify opportunities to strengthen the approach to appraising active travel schemes and undertake research that will influence DfT to include these recommendations in their Transport Analysis Guidance.
- Partner with consultants and academics to deliver analysis and appraisal research on behalf of ATE and ensure timely delivery of high-quality evidence.
- Work closely with counterparts in the Department for Transport (DfT) to identity opportunities to build analytical capability in active travel appraisal within Local Transport Authorities (LTAs), and to establish a community of practice amongst a wider group of stakeholders
- Develop a proportionate and robust approach for LTAs and delivery partners to use when submitting funding proposals to ATE, drawing on existing standards, processes and tools and identifying opportunities to enhance these
- Provide LTAs with clarity about expectations of active travel appraisal, including how appraisal evidence should feed into evaluation plans. You will also consider how ATE can best support LTAs so they can make a compelling case for investment in active travel to senior officials and Members in their Authorities

A minimum of 40% of your working time should be spent at your principal workplace, although requirements to attend other locations for official business, or carry out detached duty in another DfT workplace, will also count towards this level of attendance.

**Qualifications**:

- You must have (at least a) 2.1 honours from a bachelors degree (or international equivalent) with at least 50% of course modules in economics in the two final years (or equivalent); or a Post Graduate in economics, including a substantial amount of taught macro and microeconomics.**Behaviours**:
