We need to maximise the impact and public value of these investments, a key part of our Corporate Strategy (EA2030). Responsibilities Focus on ‘what works’ in the water industry enforcement actions, providing evaluation leadership in this topic area. Design and implement evaluation frameworks covering process, impact and value for money. Build an evidence base, increasing the rigour of our evidence as measured against the Nesta scale. Implement qualitative and quantitative research methods. Make recommendations for change to senior leaders to improve operational performance, efficiency and effectiveness. Required skills and experience Excellent knowledge of current approaches to evaluation, including HM Treasury's Magenta Book, robust theory‑based impact evaluation and quasi‑experimental methods. People skills such as structured interviewing and workshop facilitation, and the ability to distil and present key evidence‑based messages. Specialist skills in economics, statistics or other social/operational research methods are desirable. Experience with regulatory enforcement evaluation or a background in water regulation from an operational perspective is a bonus. Exemplary project and contract management skills and line‑management experience ideal. Other information You’ll have an inclusive incident management objective in your development plan. Appropriate training will be given. The role is based at EA Office; the working location is flexible/hybrid, with some travel and overnight stays required.
