**ROLE PROFILE**

**Private Sector Housing Technical Officer**

**Grade: PTA £23,756 - £26,227 p.a.**

**Generic Responsibilities**

1. Use your specialist, technical knowledge to assist in the delivery of a high
- quality customer service and ensure the council can meet its relevant statutory obligations in accordance with relevant legislation, codes of practice and other regulatory bodies

2. Provide specialist advice and support both internally and externally referring particularly complex or risky issues to your manager and or senior colleagues

3. Provide relevant and technical assistance and support to colleagues

4. Contribute to the review and updating of relevant service specific policies and procedures

5. Represent the council both internally and externally as appropriate.

6. Retain relevant technical or professional membership or licence (where relevant), work to its codes and participate in learning that will help you perform your role successfully and the wider team meet the standards expected.

7. Fulfil the work schedule and key performance targets set for your role including the management and delivery of a related caseload of work

8. Contribute to specific project work including the associated fundraising, budget oversight, procurement and purchasing

9. Where necessary, contribute effectively to a team of people to deliver a project.

10. Demonstrate a strong customer focus when contributing to both internal and external partnerships relevant to your service area.

11. Recognise opportunities for doing things more efficiently and then assist with the embedding of process and performance improvement

12. Research, report and analyse performance management information to make useful recommendations for process and performance improvement

13. Provide a service link to other similar professionals across the council to ensure a corporate approach is achieved

**TASK SPECIFICS**
- _The ‘task specifics’ is the non-contractual element that your post has been assigned to and is a more detailed description of day-to-day activity which will be reviewed in line with PDR_objectives and can change when priorities change._

**Purpose**

To investigate and improve housing standards as part of the private sector housing team. Ensuring healthy and sustainable tenancies for vulnerable private tenants.

2. Investigating non-property related breaches of HMO licences, preparing cases and issuing civil penalty fines for breaches.

3. Service of notices to gain information from landlords and enforcing non
- compliance.

4. Supporting investigation work across the team through use of online and internal information, providing evidence and supporting team enforcement.

5. Maintaining and implementing changes to the database for complaints and service requests.

6. Responding to landlords and tenants with advice on licensing, property standards, electrical safety and smoke detector requirements.

7. Undertaking projects including campaigns to inform landlords and tenants of their rights and responsibilities.

8. Reviewing empty properties to ascertain any issues that may be arising and ensure they are secure and owners are responding to requests for information.

9. Providing finance support to the team to ensure fines issued are monitored and debts are chased in accordance with council policies. Raising orders and invoices.

10. Help research into local housing conditions.

**Service to Customers**

Supporting landlords to successfully licence their house in multiple occupation.

Supporting tenants to gain improvements in the safety and energy efficiency of their homes.

**Business Improvement/planning responsibility**

Monitoring finances of the team, monitoring empty properties, engaging with landlords to develop service improvements.

**Colleagues, Self and Partners & Nature of Contacts**

**(Internal/External)**

Supporting the team through investigation work on cases, for example tracking down landlord details, gaining information from public sources, service of notices requiring information and analysing data to help identify rogue landlord activity.
Working with landlords, tenants, fire service, police and other external partners. Internally working with finance and homelessness service.
Supporting the private sector housing team staff on their case work.

Working within the council’s Housing Enforcement Policy, Houses in Multiple
Occupation Standards, Housing Assistance Policy and Financial rules.
