- Job Advert Description**Role Purpose**
To lead on the Police and Crime Commissioner’s statutory duties for the monitoring of force performance, ensuring an outcome focussed approach is adopted enabling the Police and Crime Commissioner to hold the Chief Constable to account on performance matters and provide assurance to the Police and Crime Panel and the public. **(Lead on Scrutiny)**
To lead on the partnership working to support the delivery of the Police and Crime Plan ensuring that various projects and partnership working meet the objectives of the Police and Crime Commissioner and North Wales Police **(Partnership working, ensuring all are in tune to the Plan)**
To manage a team of Scrutiny/Policy Officers and Analysts to ensure strategic advice is available to the Police and Crime Commissioner. **(Manage staff, to ensure no overlap of work, ensure scrutiny work is revised as objectives change)**
To manage on behalf of the Police and Crime Commissioner the development and implementation of strategies, policies, and procedures in addition to providing advice and support to all Senior Officers.
**Essential for the role**:
- Educated to degree level or equivalent or possess an equivalent amount of relevant proven experience working at a strategic level in a complex, public sector organisation.
- Experience of corporate governance and performance management.
- Experience of designing, implementing and monitoring performance frameworks in order to inform the PCC and senior management team and direct areas of scrutiny.
- Possess in depth knowledge of strategic planning tools and techniques to ensure continuous improvement and effective service delivery.
- Proven leadership, motivational skills, vision and forward thinking, ability to delegate actions and responsibilities as appropriate.
- Demonstrate an understanding of the function of the Office of the Police and Crime Commissioner.
