**Job summary**:
You will be part of the Defence Digital Spectrum policy team who are responsible for Defence, National and International Spectrum Policy issues on behalf of the MOD. This includes engagement with the national Spectrum regulator Ofcom, government Departments, NATO, US DoD DISA organisation and the Combined Communications-Electronics Board (CCEB) five-nation joint military Organisation.

This job role may be suitable for hybrid working, which is an informal, non-contractual and voluntary arrangement, blending a balance of attendance in the workplace (your permanent duty station) and working from home as a personal choice.

This position is advertised at 37 hours per week

**Job description**:
A major part of this roles is to support and influence Government Departments and Ofcom so that Defence priorities for the next World Radiocommunication Conference (WRC) are considered when national policy is formulated for each of the agenda items that impact MOD. The incumbents will also be involved in wider Defence spectrum policy activities such as the public sector spectrum access programme and wider spectrum policy issues.

The spectrum policy team also has a role to play in making sure future capability requirements can be met using current international spectrum regulations. We do this in partnership with the Defence Electromagnetic Authority (DEMA) who assist in bringing new defence capabilities into service. If new regulations are required, then the team negotiate with Ofcom to make sure access is available. You will also interact with NATO, CCEB, European Conference of Postal and Telecommunications (CEPT - European lead for the WRC) and US DOD colleagues on spectrum policy issues.

**Person specification**:
The job role Responsibilities include (but are not limited to):

- Represent MOD attending national and international spectrum meetings where you will need to influence others.
- Responsibility for some of the World Radio Conference Project team topics which cover different aspects of spectrum regulations, such as: Space, Navigation, Maritime, Aeronautical and mobile issues. For example, which frequency bands can be used for 6G?
- Explain the reasoning and rationale behind complex MOD positions in such a way that information given is actionable but sensitive material remains secure
- Use your judgement in discussions with others and consider the tone to use while carrying out delicate negotiations that will affect Defence continued access to the radio spectrum
- Communicate the outcomes of events you have attended both verbally and in a written format so the whole team and stakeholders are made aware of developments in the spectrum regulatory world. These reports should reflect not only the content but also the views you witness in a format all will understand.
- Support NATO spectrum policy development making sure MOD views influence regulatory decisions in favour of the UK
- Support the CCEB Spectrum working group so that UK Defence can influence spectrum policy decisions.
- Project management duties as directed by the Line Manager.
- Proactively communicate and engage with internal and external stakeholders to increase the level of awareness of spectrum policy issues pan-Defence. Effectively understand the variation in knowledge, perspectives, understanding and attitudes towards spectrum policy and bring together relevant stakeholder groups to enable the successful implementation of the Defence spectrum policy.
