**Job summary**:
- The Department for Work and Pensions (DWP) is responsible for welfare, pensions and child maintenance policy. DWP is looking to fill a role in the Government Reform team which sits in the People Capability and Place directorate. This roles is for a Project and Programme Management professional.
This is a highly visible role working across Government and will provide a fantastic opportunity for people who really enjoy the challenge of supporting complex change. The roles requires a high level of energy and drive and excellent stakeholder engagement as well as strategic thinking.
The role provides an exciting opportunity to manage and lead the activity of DWP’s Government Reform Team, a team with a broad remit to plan for, coordinate and assure DWP Functional areas reform activity, particularly around professional standards and workforce plans.
This role requires you to have a current recognised Project and Programme Management qualification.
**Person specification**:
- Lead the creation of the infrastructure for government reform activity within DWP, including plans, risks and dependencies and stakeholder mapping, ensuring and enabling robust governance.
- Run programme checkpoints to Level 2 milestones for each strand of reform and each functional area. Identify challenges and raise issues as required to understand and drive reform progress across the full scope of Government Reform.
- Lead the development of products to report to DWP executive team, including creating and maintaining an Executive Team dashboard to provide assurance that we are driving and delivering DWP’s commitment to reform. Translating functional outputs and milestones into data on reform.
- Support the HR community (which this role sits within) by developing a forward look on change and reform activity needed to drive implementation in business areas, sharing that forward look with senior HR leads and ensuring progress.
- Work with the centre of government to create and maintain an effective engagement process on all reform activity, driving greater consistency, engaging wider DWP and OGD stakeholders on the work of the team, driving improved collaboration, building trust-based relationships with a wide range of demanding and diverse senior stakeholders;boffering constructive and effective challenge.
- Create, track and update a map of functional operating model optimIsation activity, bringing together stakeholders to understand the breadth of activity and impacts for DWP.
- Manage the Government Reform Senior Stakeholder Forum (a cross organisation group of senior functional leads), using the outputs to inform broader governance.
- Provide people management and functional leadership across wider People Capability and Place teams.
- As a member of the PC&P Leadership Team, actively participate in the leadership and management of the Function.
**Essential Criteria**:
- Strong evidence of PPM professional experience with demonstrable experience of managing demanding and pacy change projects influencing across a range of senior stakeholders. A track record of delivering to challenging timescales and working through ambiguity. Proven delivery on demanding projects within a HR context. Proven ability to initiate, develop and then oversee the production of high quality, concise project management and reporting documentation to senior leaders.** (Lead criteria)**:
- Experience of building strong relationships across organisational boundaries in service of project delivery, understanding and managing dependencies, risks and issues.
- Proven ability to manage senior stakeholder forums in service of project delivery, driving engagement with, commitment to and activity against change requirements.
- Experience of providing visible strong leadership, building a high performing team that is able to collaborate effectively across organisational boundaries.
- Evidence of the ability to work at pace across differing portfolios.
**Technical Requirements**:
- Hold a live, recognised PPM related qualification.
- Ideally, working knowledge and understanding of Civil Service Reform.
